D -- CONGRESSIONAL ON-LINE INFORMATION SERVICE SOL 103/0021Z/97 DUE 031297 POC Purchasing Agent, JACKIE CONNELL, (202) 231-2452 The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency (DIA), intends to solicit with Congressional Quarterly's Washington Alert on a sole source basis to award a contract for on-line Congressional and Legislative tracking information service. The contractor will be required to provide Congressional interest publications in full text of publications such as "Politics in America", "Weekly Report" and "House Action Report Fact Sheets". The on-line information provided will consist of the most current Congressional and legislative developments with regard to committee and subcommittee action and votes; House, Senate, joint and conference committee reports, proposed legislation with historical background; daily schedules for all committee hearings and briefs, and biographical information on members of Congress. It is essential DIA have daily access to this information. Other sources capable of satisfying this requirement are invited to submit clear and convincing data substantiating their capability. All submitted responses should reference PR: 103/0021Z/97 with documentation which demonstrates the firm's ability to meet the Government's requirement and that it is advantageous to the Government to consider them. Interested parties have fifteen (15) days from the publication date of this synopsis to submit their qualifications. Such qualifications/ capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. Responses received without the requested information may be considered non-responsive to this synopsis. Oral communications are not acceptable to this synopsis. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity. If no affirmative written documentation and pricing are received within fifteen (15) days of this synopsis, to the effect that a comparable source is available or that is more advantageous to the government than purchasing the services of Congressional Quarterly's Washington Alert, an order will be placed with Congressional Quarterly's Washington Alert, Washington, D.C. 20037.
