Services (ERRS), environmental cleanup services for the U.S.E.P.A. New
England Region I. Contractor will provide emergency response,
time-critical and non-time-critical removal services for the six New
England states for the cleanup of oil, petroleum and hazardous
substances. The contractor will be required to provide environmental
cleanup in accordance with Section 104 of the Comprehensive
Environmental Response, Compensation and Liability Act of 1980 (CERCLA)
as amended by Superfund Amendments and Reauthorization Act of 1986
(SARA), Subtitle I of the Resource Conservation and Recovery Act (RCRA)
as amended by SARA of 1986 and The Clean Water Act, as amended by the
Oil Pollution Act of 1990 (OPA). The time and materials, indefinite
delivery, indefinite quantity contract will be awarded with a one year
base period and four one year option periods. Each contract period
will include incremental options which may increase the capacity by not
more than 50%. The successful contractor must be able to respond to
emergencies in 2 hours within 50 miles, and 3 hours within 100 miles of
the following cities: Portland, Maine, Boston, MA, New Bedford, MA,
Hartford, CT, new Haven, CT, Burlington, VT. The contractor must be
able to respond within 4 hours of all other areas within the six New
England states. Prospective offerors shall submit written requests to
the Contracting Officer to receive copy of the solicitation. All
responsible sources may submit a proposal which will be considered by
