Notice of intention to extend current ICS contract with Litton Data Systems of Agoura Hills, CA for repair of fielded Tactical Air Operations Module (TAOM), i.e. AN/TYQ-23(V)l, (V)2, and (V)3, TAOM Interface Groups (TIGs), and Modular Control Equipment (MCE) Interface Groups (MIGs). Current ICS contract with Litton Data Systems is a Time and Material (T&M) contract which was initially awarded in 1994. It consists of a basic twelve month period of performance with three (3) twelve month priced options. The last option expires 30 September 1997. The ICS contract covers depot level repair of all Litton built assemblies and subassemblies of the various TAOM configurations, TIGs, and MIGs. Since the initial award of the current ICS contract an organic repair capability has been established at Sacramento Air Logistics Center (SM-ALC) for AN/TYQ-23(V)1 and (V)2 configurations as well as the TIGs and MIGs. As a result the ICS extension will primarily cover depot level repair of AN/TYQ-23(V)3 components forwhich an organic depot capability does not yet exist, other unique TAOM related circuit card assemblies (CCAs) and will provide a safety net for depot level repair of (V)l and (V)2 assemblies during the transition period of TAOM organic depot repair capability from SM-ALC to Tobyhanna Army depot. The AN/ TYQ-23(V)3 is a Pre-planned Product Improvement to the (V)2 configuration. Initial fielding of AN/TYQ-23(V)3 systems to support training and testing will occur during FY97. Full fielding of the AN/TYQ-23(V)3 will not occur until late 1999/early 2000. Contractor repair capability is required for the Litton built (V)3 unique assemblies until the V(3) organic repair capability is established at Tobyhanna Army Depot. The extension to the ICS contract will be for 12 calendar months beginning 1 October 97 with two (2) twelve month priced options. Litton Data Systems, Agoura Hills, CA has produced and fielded the AN/TYQ-23(V)1 and (V)2 systems as well as the TIGs and MIGs. On or about July 97 the Government intendsto solicit only Litton. Authorization to do so is found in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB) and is not intended to be construed as a commitment by ESC. Despite ESC's intent to contract sole source to Litton Data Systems, if your firm believes that it can meet the above requirements, submit a qualification package to ESC/AVK, MITRE-M Building, 20 Schilling Circle, Hanscom AFB, MA 01730, Attn: 2Lt Greg Caudle.
