Officer, (202) 416-7912. Engineering personnel needed to design a
preventive maintenance program for the John F. Kennedy Center for the
Performing Arts. The contractor shall provide a team of qualified
engineering personnel to prepare a preventive maintenance plan for the
HVAC and electrical equipment at the Kennedy Center. The mechanical
systems include four 800-ton centrifugal chillers, 34 built-up air
handling units, Barber Coleman Econ VI energy management system, and
assorted associated equipment including pumps, dampers, package AC
units, and direct resistance heaters. The electrical systems include
incandescent and fluorescent lighting fixtures, power distribution
wiring, emergency generator, automatic transfer equipment, and
associated equipment. The products delivered by the contractor shall
include but not be limited to: (1) A list of equipment in the facility
including location, function, vendor information, parts lists, and
parts vendors. (2) List of preventive maintenance task for each piece
of equipment. (3) Listof expected hours required for each task. (4)
Skill levels required for each task. (5) Frequency and time of year,
month, or day recommended for each task. (6) Design all reports, work
orders, logs, and other digital and hard copy documents for use in the
Preventive Maintenance Plan. The Preventive Maintenance Plan produced
by the contractor shall be compatible with the Kennedy Center's
existing SPAN-FM automated facility management system, manufactured by
Innovative Tech, Inc. The contractor shall produce the Preventive
Maintenance Plan in digital format ready to down load into the SPAN-FM
system so that the Plan is fully integrated into the other functions
of the automated facility management system. The contractor shall
coordinate with Innovative Tech, Inc. to insure that the Plan will
conform to protocols and formats required for integration with the
Maintenance Module of SPAN-FM. The contractor shall make
recommendations on which, if any functions and procedures should be
out-sourced and which should beperformed by in-house personnel. The
contractor shall prepare a list of equipment and materials that should
be placed in inventory by the Kennedy Center to comprise a fully
stocked and efficient Facility Management supply cache. This notice
will serve as the official Request for Quotations (RFQ). There will be
no additional solicitation issued. In order to be considered for
award, offerors must submit firm-fixed-price, fully burdened labor
rates for each labor category to the attention of Latonca Harris, in
Contracting. Telefax quotations will be accepted (telefax number: (202)
416-8975). It is the Government's intent to issue a Not To Exceed
Purchase Order in accordance with the Simplified Acquisition Procedures
of Part 13 of the Federal Acquisition Regulation (FAR). The Government
reserves the right to make an award based on initial quotations
received without conducting discussions. This requirement is reserved
100% for Small Business in accordance with FAR 13.105 under SIC Code
8711 (small business limit: $13.5M). We will honor only written
quotations mailed or telefaxed and received no later than 14 March
