The Vermont Air National Guard has a requirement for a Job Order Contract (JOC) for the air base located at the Burlington International Airport, Vermont. Projects will consist of multiple discipline, multi-year maintenance, repair, and minor construction. Delivery orders shall be based upon individual projects, and may be issued over a one year period from date of award, with four (4) one (1) year options. Individual orders will not exceed $300,000.00, and will not be less than $2,000.00. Maximum allowable costs under the contract are $5,000,000.00. The minimum annual guaranteed value of this contract is $5,000.00. Two-step sealed bidding procedures will be used to solicit for this requirement. This IS is Request For Technical Proposals (RFTP). Technical proposals should not contain price, or price related information. Price and price related information will not be considered under Step One. Proposals will be evaluated using the following criteria: (A) Project Management Ability, including key management staff, quality control plan, financial capability, and technical support staff; (B) Company Experience, including past performance and technical experience; (C) Subcontract Support Capability, including subcontract management and identification of key subcontractors. The Request for Technical Proposals (RFTP) will be available 15 calendar days following the date of this announcement. Technical proposals will be due 45 calendar days after issue of the initial RFTP. Only those firms submitting a technically acceptable proposal will be invited to bid under step two. Offers should submit proposals that are acceptable without additional explanation or information. This procurement is unrestricted.
