equipment, supervision and transportation required to replace the
asphalt shingle roofing at the U.S. Coast Guard Frankfort quarters
building located in Frankfort, Michigan. The following sumamry is not
intended to be all inclusive but represents what may be considered as
major items of work: Basic Work Item 1) Procure an independent sampling
and testing company to test roofing and flashings for asbestos content.
Remove and dispose of existing asphalt roof shingles, tin roof
sections, underlayment, flashing and edge material, to the roof
sheathing surface, remove and dispose of rain gutters and downspouts.
Install new roofing to include asphalt shingles, underlayment, flashing
and edge material, rain gutters and downspout system. Replace all tin
roof sections. Unit Work Items: Replace unsound sheathing; remove and
dispose of all existing roofing as asbestos containing materials;
remove and dispose of all existing flashings as asbestos containing
materials. Performance period is 90 calendar days after Notice to
Proceed. Estimated range is $25K to $100K. The SIC Code for this
procurement is 1761. Size standard is $7.0 million. All responsible

the Small Business Competitiveness Demonstration Program. Telephone

informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
