Sources sought to provide repair and revitalize the existing 60 housing units with site and landscape improvements, construct a new Community Center with site and landscape improvements, and remodel and enlarge the existing Housing Office with site improvements and incidental related work complete and ready for use. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering "Price" and Technical" evaluation factors. The following evaluation criteria has been established: Factor 1 (Price) and Factor 2 (Technical) which are weighted approximately equal. Within the "Technical" factor, the following subfactors are listed in order of importance: Subfactor "A" Design and Construction, Subfactor "B" Quality and durability and energy efficiency of proposed materials, Subfactor "C" Contractor/A-E/Subcontractor experience, qualifications, Subfactor "D" Past performance, Subfactor "E" Subcontracting efforts, and Subfactor "F" recycling. A site visit will be held at 1:00 p.m. on Thursday 20 Mar 1997 followed by a pre-proposal conference on Friday 21 Mar 1997 in the Blue Room, 1220 Pacific Highway, San Diego, CA. This proposed contract will be unrestricted. The Standard Industrial Code is 1521 and the annual size standard is $17 million. It is recommended the subcontracting plan goals reflect a minimum goal of 5% for Small Disadvantaged Business Subcontracting effort. Potential offerors should request in writing stating RFP number N68711-96-R-2327, with complete name, address, area code and phone number and whether bidding as a prime/subcontractor/supplier. A fee of $22.00 will be charged for each set of plans and specs. This is a NON-REFUNDABLE FEE. Telephone requests will not be accepted. Drawing produced using CAD software are available via the SWDIV Bulletin Board System (BBS) through the use of a modem. Individual drawing files are compressed into a single self-extracting DOS based .EXE file. Upon downloading, the file should be executed from a local harddisk, causing the individual .DWG files to uncompress automatically without the need for special software. Note that drawings not produced using CAD software are not included and some substitutions for fonts and menus may be necessary to access the file.
