equipment, transportation, and supervision required to: (1) Procure
testing to determine if existing building materials and paint contain
asbestos and lead, (2) Demolish building and dispose of rubbish at an
approved dump site, (3) backfill with sand, grand with top soil and
plant grass seed, (4) Provide chain link fence. Unit bid prices will be
required for performing the job as asbestos containing material and for
performing as removal and disposal of lead containing material. The SIC
code for this job is 1795. Location of work is at USCG Station
Frankfort, MI and is estimated between $25K and 100K. Note: There is a
non-refundable charge of $15.00 for this solicitation package. Payment
shall me in the form of a check or money order and shall be payable to

Office of Small and Disadvantaged Business Utilization (OSDBU), has
programs to assist minority, woman-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transpor- tation-related contracts. This is applicable
to any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
