23 -- 2 1/2 TON TRUCK EXTENDED SERVICE PROGRAM REBUY POC POC: Steve sabbagh (810) 574-7004 2 1/2 ton truck extended service program (ESP) rebuy. The 2 1/2 ton tsp is an on-going program for the remanufacturing of older M44A2 cargo trucks into the "a 3" version. Three old vehicles are provided to the contractor for every two "new" vehicles required. Old vehicles are completely disassembled and reusable componenets are reworked/modified as required. "New" vehicles are then assembled with these reusable components along with new components. The acquisition approach for the 2 1/2 ton ESP rebuy is currently structured as a single-phase non-developmental item (ND I) program. A request for proposal (RFP) will be issued on a full and open competition basis for award of a 5 year multi-year production contract. This contract will be issued on a fixed price basis. The government will be required to pass a full-up first article test (FAT) prior to final acceptance of any vehicles under the contract.
