762-6461. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: Offers are being requested and a
written solicitation will not be issued. Solicitation No. is
DTCG40-97-R-50004. This synopsis/solicitation constitutes a Request for
Proposal (RFP) and incorporates provisions and clauses in effect
through Federal Acquisition Circular 90-45. The SIC code for this
acquisition is 3498, size standard is 500 employees. This solicitation
is restricted to Cummins Engine Co./GMAX and/or Key Marine, Inc. parts
in accordance with 41 U.S.C. 253(c)(1). This acquisition is for a
firm-fixed price requirements type contract for one base year and four
option years for: CLIN 1) NSN 2815-01-086-1402 Exhaust Manifold, Port,
Cummins P/N 180781/GMAX-KEY MARINE P/N C10000 with an estimated
quantity of 20 each per year; and CLIN 2) NSN 2815-01-127-6841 Exhaust
Manifold, STBD, Cummins P/N 176732/GMAX-KEY MARINE C10010 with an
estimated quantity of 30 each per year. Offerors must submit pricing
for CLIN 1 base year and all option years as a group and CLIN 2 base
year and all option years as a group. The Exhaust Manifolds are used on
41' UTB main propulsion Cummins VT903 engines. Items are to be
delivered to FOB Destination, U.S. Coast Guard ELC Warehouse Annex,
6751 Alexander Bell Drive, Columbia, MD 21046-2102. Delivery of the
items above will be 60 calendar days after issuance of individual
delivery orders. Each Exhaust Manifold shall be preserved and wrapped
in accordance with contractors standard practice to protect the item
from erosion during long term storage. Each Exhaust Manifold shall be
individually packaged in its own cushioned box to prevent shifting.
Each box shall be marked with the NSN, Item Name, Part Number, Qty,
Contract/Delivery order number and the words Coast Guard ELC Material.
Bar coding shall be in accordance with ELC Spec. 4330-D-000-100. A
copy will be supplied upon request. Closing date and time for receipt
of written offers is March 21, 1997, 2:00 p.m., Eastern Standard Time.
The following FAR provisions and clauses apply to this solicitation
and are incorporated by reference: FAR 52.212-1, Instructions to
Offerors -- Commercial Items (Oct 1995). The following addenda is added
to 52.212-1: (1) Paragraph (b) -- Offerors who choose to submit their
offer on an SF 1449 may contact Sharon Johnson for a copy. 52.212-2,
Evaluation-Commercial Items (Oct 1995) (a) 1. TECHNICAL -- In order to
be technically acceptable, offerors shall certify that all parts
provided under this contract are new and manufactured by or for Cummins
Engine Co./GMAX and/or Key Marine, Inc. 2. EVALUATED PRICE: Final
evaluation of cost among offerors will be made on the basis of each
offeror's proposed total evaluated price. Award will be made to the
lowest technically acceptable offer, including all option years, which
conforms to all terms and conditions of thissolicitation. Offerors are
instructed to include a completed copy of FAR provision 52.212-3,
"Offerors Representations and Certifications -- Commercial Item" with
their offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items (Oct 1995) applies to this acquisition. The following addenda is

It is the policy of the Coast Guard to issue solicitations and make
contract awards in a fair and timely manner. To further this policy,
