363-6360 The NAVSTAR Global Positioning System (GPS) Joint Program
Office (JPO) is identifying qualified sources interested in producing
the Miniaturized Airborne Global Positioning System (GPS) Receiver
(MAGR) and MAGR mounts. The government requests your response not later
than 15 days from publication of this notice. This announcement
rescinds the previous announcement published on 29 Oct 96 stating the
intent to acquire a Build-to-Print MAGR. The JPO anticipates awarding
a single, non-developmental item (NDI) production contract for the
build, test, and delivery of MAGR receivers. The MAGR receivers and
MAGR mounts must, as a minimum, be fully backward compatible (form,
fit, and function) with the existing MAGR radio frequency (RF) or
intermediate frequency (IF) precise positioning system (PPS) sets and
host vehicle mount configurations, such that present aircraft
integrations are unaffected. The MAGR receivers must also be compatible
with current MAGR (field) reprogramming equipment. The government
desires a 10-year failure-free warranty to negate the need for depot
repair. Award will be based on an integrated assessment using "best
value" criteria. When the RFP is released, potential bidders will be
encouraged to submit a proposal and a technical sample demonstrating,
through government testing, their system is fully backward compatible.
The government will entertain enhanced performance and additional
functionality that does not affect backward compatibility, as part of
this best value acquisition. The contractor may accomplish this by a
combination of delivered new functions, pre-planned product
improvements, and priced options. Open architecture via the GPS
receiver applications module (GRAM) is required for the production sets
to permit modification to meet anticipated future DoD/NAS requirements.
If a GPS GRAM is not included in a bidder's technical sample, the
bidder will be required to detail in their proposal how an upgrade to
GRAM will be accomplished. Bidders will also be required to address how
their proposed MAGR could serve as the basis to modify two thousand
existing MAGRs to meet anticipated future DoD/NAS requirements. The
proposal and technical sample will be required to demonstrate that all
requirements will be achievable by first delivery date with minimal
risk to the government. A firm-fixed-price (FFP) type of contract is
expected, with a basic period (first deliveries in April 1999) and four
options. The schedule is currently anticipated as follows: Draft RFP
release July 1997, RFP release September 1997, proposals/Technical
Samples due November 1997, contract award March 1998, first delivery
April 1999. Currently, the government estimates a requirement for 450
-- 550 units for deliveries in FY99-01, and estimates a requirement for
100 units for deliveries in FY02-03. For reasons mentioned above, this
stated quantity has the possibility of increasing during the life of
the contract. Acquisition streamlining principles will beused (i.e.
reduced Military Specs, Standards, and Contract Data Requirements
Lists). The program cost of the MAGR plus costs associated with
qualification testing should not exceed the budgeted cost of the
current MAGR ($25,000/unit). Interested offerors having the
qualifications and capabilities to meet this requirement must submit
clear and convincing documentation demonstrating their ability to
submit the technical sample within schedule. In accordance with
national security direction, the MAGR acquisition will have some
restrictions for foreign-owned company participation. The foreign
design, manufacture, assembly, test and/or maintenance of hardware
elements directly associated with cryptographic hardware or software
will not be allowed. These aspects must be totally accomplished by a US
owned company. This will require the contract to be awarded to a US
firm. Foreign teaming, licensing and subcontracting is allowed;
however, in order to comply with the above restrictions, participants
must be clearly separated and auditable. Auxiliary output chips (AOC)
with precise positioning service security module (PPSSM) are available
to interested and qualified manufacturers for MAGR design development
on a restricted basis. Offerors may submit a Statement of Capabilities
(SOC) which includes proposed teaming arrangements. Send SOCs to Lisa

90245-4692. A bidders' library will be established for interested
offerors to review related GPS JPO User Equipment documents. Qualified
offerors must possess a SECRET facility clearance and approved
classified material storage container(s) in order to receive and store
classified portions of the MAGR specification. The government plans to
host a presolicitation conference prior to the release of the final
RFP. Offerors must indicate whether they are or are not a Small
Business concern under Standard Industrial Classification Code 8731. We
encourage any small business having the capability to provide such
effort to participate. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contracting Officer and
could not be satisfactorily resolved at that level. This synopsis is
