Standards and Technology (NIST) has a requirement for a quantity of 20,
Standard Platinum Resistance Thermometers, of the capsule type. The
Thermometers shall have the following physical specifications --
Resistance: R(273.16 K) = 25.5 Ohms plus or minus 0.1 Ohms; Wire
Element: High purity platinum wire, fully annealed, in a strain-free
configuration; Purity: To meet or exceed the ITS-90 criteria of
R(234.3156 K)/R(273.16) less than or equal to 0.844235; Lead Wires: 4
platinum wires each with diameters not less than 0.010" and not greater
than 0.016"; length not less than 3" and not greater than 5"; Outer
Sheath: metal alloy with the following dimensions: outside diameter not
less than 0.198" and not greater than 0.223", diameter tolerance: round
to within 0.002", and length: 1.9" plus or minus 0.2"; Inner Sheath:
Platinum or platinum alloy (may be same as outer sheath); Header: Glass
or ceramic high vacuum feedthrough; Encapsulation: Hermetic; Backfill
Gas: 99.9999% pure Helium, internal gas pressure of at least 30 kPa at
300 K; Internal Self-heating: Self heating less than or equal to 0.6
mK/square mA at 273.16 K; Electrical Insulation: Insulation resistance
of at least 1000 MOhms at 300 K; Temperature Range: Must be capable of
thermal cycling between 4 K and 450 K with no noticeable degradation in
hermetic seal; and Engraving: The outer sheath of each unit should be
inscribed with the following characters: "NIST SRM 1750", plus a unique
serial number of at least four digits. THIS IS A COMBINED
SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION ; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation,
#53SBNB7C1083, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 40. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3822, and
the small business size is 500 employees. The FOB Point shall be
Destination, Gaithersburg, Maryland. Delivery is required according to
the following schedule: 10 units within 60 days of the Notice of
Award; and the remaining 10 units within 120 days of the Notice of
Award. Delivery location is the National Institute of Standards and
Technology, Building 301, Receiving Room, Gaithersburg, Maryland
20899-0001. Acceptance location will be the address of the Contracting
Officer's Technical Representative (COTR). The following FAR
provisions apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Evaluation
Criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: Technical Capability, Past Performance and Price. Technical
evaluation criteria, when combined, are significantly more important
than price. All vendors are to include with their quotes, a completed
copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clauses apply to
this acquisition: 52.212-4, Contract Terms and Conditions-Commercial
Items. The following additional FAR clauses, which are cited in clause
52.212-5(a) are applicable to this acquisition and (b) as follows:
