second Draft Request for Proposal (DRFP) for NPOESS Sensor Payload &
Algorithm Development incrementally between 18 & 21 Feb 97 via the SMC
Home Page (http://www.laafb.af.mil/SMC/PK/NPOESS/rfp.htm). Note that
the Home Page address is case sensitive as shown. The DRFP will be
available for downloading as MS Word for Windows documents (version
6.0). Industry review is strongly encouraged with the understanding
that the second DRFP release is primarily for information purposes
only, as it reflects the consideration and/or incorporation of over
1,000 individual comments. Industry responses are only requested with
regard to the source selection evaluation standards, which have now
been added. The Government is neither negotiating nor calling for
offers during this process. Potential offerors are advised that the
Government reserves the right to incorporate additional changes into
the final RFP without providing further notice. To facilitate industry
understanding of the Government's requirements and its evaluation
methodology, the DRFP will include draft source selection standards.
Industry participation is strongly encouraged to challenge any element
of these standards or to propose alternate standards. Responses are
required no later than 28 Feb 97, and should be directed to the
Contracting Officer at NPOESS IPO OL-1 (SMC/CIKC), 2420 Vela Way, Suite
1467-A8, Los Angeles AFB, CA 90245-4659, facsimile (310) 336-4522. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Manager or the Contracting Officer, but to
communicate offeror concerns, issues, disagreements and recommendation
to the appropriate Government personnel. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals nor
