2Lt Bill Foster, Contract Negotiator, WL/MLKN, 9937) 255-5051
INTRODUCTION: Wright Laboratory (WL/MLKN) is interested in receiving
proposals (technical and cost) on the research effort described below.
Proposals in response to this Program Research and Development
Announcement (PRDA) shall be submitted by 11 April 1997, 1500 hours
Eastern Time, addressed to Wright Laboratory, Directorate of R&D
Contracting, Building 7, Area B, 2530 C Street, Attn: (2LT Bill Foster,
WL/MLKN) Wright-Patterson AFB OH 45433-7607. This is an unrestricted
solicitation. Small businesses are encouraged to propose on all or any
part of this solicitation. Proposals submitted shall be in accordance
with this announcement. Proposal receipt after the cutoff date and
time specified herein shall be treated in accordance with restrictions
of FAR 52.215-10; copy of this provision may be obtained from the
contracting point of contact. There will be no other solicitation
issued in regard to this requirement. Offerors should be alert for any
PRDA amendments that may permit subsequent submission of proposal
dates. Offerors may request a copy of the WL Guide entitled, "PRDA and
BAA Guide for Industry", dated November 1992. This guide was
specifically designed to assist offerors in understanding the PRDA/BAA
proposal process. Copies may be requested from the contracting point
of contact stated herein. The Guide is also available on-line at
www.wl.wpafb.af.mil/contract/prdag.htm. B-REQUIREMENTS: (1) Technical
Description: The purpose of this effort, Periodically Poled Materials,
is to investigate and develop ferroelectric materials technology for
applications in periodically poled optical devices for quasi-phase
matched frequency conversion. This program will focus on two tasks. The
first is to develop techniques to further improve state of the art
materials such as LiNbO3 and KTP isomorphs for higher optical damage
thresholds, higher optical power handling capabilities, and improved
optical transparency. The second task is to develop new materials with
better properties in the MWIR and LWIR with emphasis on LWIR for
environmental and chemical remote sensing. The goal of this program is
to increase the damage threshold by an order of magnitude, cover the
entire MWIR (3-5 m) band with a single material, and to demonstrate
frequency conversion in the LWIR (8-12 m). Open dissemination of
research results will be encouraged to support rapid transition to the
industrial base. This technology will be enabling for improved laser
sources for IR countermeasures, environmental sensing, and chemical and
biological sensing. Offerors may bid on either task, or both tasks. It
is requested that proposals clearly differentiate between the
"improved materials" task and the "new materials" task. The title of
the program "Periodically Poled Materials" has not changed from
previously presented "new start" information presented at the Wright
Laboratory Roadmap Review in Jul 96. Information about this procurement
is available on the Wright Lab web page
(http://picard.ml.wpafb.af.mil/kenskyet/MLPO/main/mlpo.html) or in hard
copy (write or email technical contact point listed). Information about
the procurement will be updated and available at the web page listed
above until the date of contract award. (2) Deliverable Items: The
