D -- CLIENT/SERVER CONSULTANT/DEVELOPER FOR HEALTH CARE FINANCING ADM. (HCFA) TRAVEL SYSTEM (HTS) AND BUDGET UNDER CONTROL SYSTEM (BUCS) SOL HCFA POC Susan E. The Health Care Financing Administration (HCFA) intends to award a Firm Fixed Price Simplified Acquisition on a sole source basis to Science Applications International Corporation, 1710 Goodridge Drive, McClean, VA. 22102. This is a follow-on award to a current development effort. Contractor will provide consultant-developer services for PowerBuilder and Client Server. Contractor will assist in development/enhancement of Health Care Financing Administration (HCFA) Travel System (HTS) and Budget Under Control System (BUCS) and in mentoring of Division of Administrative and Financial Systems (DAFS) employees. The HTS and BUCS must be completed and validated. The contractor will provide assistance for deployment to users and development for requested enhancements following deployment. Enhancements to HTS will include an interface with BUCS, E-Mail notification to users when a travel document requires processing, expansion of on-line help, internal version control, and additional reports. Enhancements to BUCS will include such features as on-line help, export capabilities, more reports, additional fields, credit card invoice reconciliation and transaction feed to Financial Accounting Control System (FACS), and interfaces with HTS, the Budget Apportionment, Allotment, Allowances Database System (BAAADS), and the Rocky Mountain Bankcard System. BUCS will also interface with both HTS and FACS. The HTS and BUCS applications are written in PowerBuilder 5 and use Oracle 7 as the data base management system. Consultant/developer support for porting the HTS and BUCS applications to a web page on the HCFA intranet will be required in order to eliminate deployment problems in maintaining an application on multiple file servers. Consultant/developer support for the Visual Basic and Delrina FormFlow applications. The contractor will assist the DAF personnel with the scripting and to design and develop sections of the system and to document changes made to the systems, development environment.
