and Reprocurement Support (SPARES II) from General Atomics. This will
be continuation of the SPARES contract which is a development contract
for distributed data repository development, legacy data interfacing,
and workflow management of the data analysis and bid set development
processes. Contractor to ensure appropriate SPARES system maintenance
beginning FY97 and continuing after the original AF ManTech SPARES
contract has concluded and to enable migration of the SPARES system to
other organizations at Hill AFB and interface/migration to other DOD
organizations as would benefit the date transfer management or
interaction for Hill AFB. The option years are needed to General
Atomics can fully implement the workflow and must be designed and
loaded into an electronic repository and access to legacy systems will
not be available until out years. Performance period 12 months with 4
one year options. Support efforts started under the SPARES AF ManTech
contract and enable migration of the SPARES system base-wide while
development is still being accomplished. This requirement is to
continue SPARES system development to ensure smooth flow from the
development effort to the implementation effort of SPARES II. The
approximate issue/response date will be 14 Mar 97. The anticipated
award date will be 03 Apr 97. Written procedure will be used for this

requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. It is
suggested that small business firms or others interested in
subcontracting opportunities in connection with the described
procurement make contact with the firm(s) listed. Request for copies of
solicitations must reference the entire solicitation number, including
purchasing office identification number. To expedite your request,
limit the number of individual solicitation numbers requested per
letter to not more than 10. Don't request information on this
requirement until after the issue date. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
