http://www.eren.doe.gov/golden/. The Golden Field Office, in support of
the Federal Energy Management Program (FEMP) of the Office of Energy
Efficiency and Renewable Energy of the Department of Energy, plans to
conduct a competitive, national solicitation, resulting in up to five
awards of indefinite delivery, indefinite quantity (IDIQ) contracts,
with periods of performance of up to twenty-five (25) years, for Energy
Savings Performance Contracting Services (ESPC). These types of
services are procured by the Department of Energy in accordance with
the contract procedures and methods codified in the Department of
Energy Regulations at 10 CFR 436, and the requirement for these
services is in response to the direction to all federal agencies
provided in the National Energy Conservation Policy Act, the Energy
Policy Act of 1992 and Executive Order 12902 of March, 1994, to improve
energy management in their facilities and operations. Basically, ESPC
is a federal and private-sector partnership whereby the Energy Services
Company (ESCO) pays the up-front cost of purchasing and installing new
energy-efficient equipment and the Government repays the ESCO over the
life of the ESPC contract. Awardees as a result of this solicitation
will be solely eligible to compete for or otherwise receive delivery
order awards against their contracts for specific projects within the
scope of the awards, in the United States and its territories. The
specific scope of work is for the installation of renewable energy
systems comprised of some or all of the following components:
Photovoltaic (PV) modules to generate electricity to meet a direct
load, PV modules with battery storage, PV modules with battery storage
and generator back-up (where the generator charges the batteries),
controllers, engine generators and or controls for interfacing the PV
system with a facility provided engine generator, inverters, and
associated energy conservation technologies needed in order to reduce
the energy load at the facility. The objective is to develop optimized
energy systems,in terms of both energy supply and demand. The scope
not only requires the contractor installation of these systems, which
are required to meet identified performance specifications, but also
contractor operation, maintenance, repair, inspection, and training on
the installed measures during the period of performance of the
specific projects. Further requirements are contractor involvement in
measurement and verification efforts, to ensure that guaranteed savings
are occurring, as well as total financing of the specific projects.
This draft RFP is an initial draft of a formal RFP which is currently
anticipated for release in June or July, 1997, with anticipated awards
to occur in the first calendar year quarter, 1998. A draft RFP process
is being employed to solicit comments in order to not only minimize the
comments and questions that the RFP planned for issuance in June or
July, 1997 would otherwise most probably generate, but also to validate
the interest in the PV marketplace for providing these typesof
services, as well as the scope of those services. The draft
solicitation itself will provide all instructions for furnishing any
and all comments, as well as the period for doing so. The draft
solicitation will not be avaliable until AFTER 04/10/97. To obtain a
