Grasslands in Texas plans to contract approximately 40 to 110 miles of
road survey, design and contract preparation from Fiscal Year 1997 to
Fiscal Year 2000 (one year with three year option) to renew. The work
shall include the survey, design, drawings, specifications, contract
preparations, construction estimates and construction staking for
timber sale low volume roads, recreation, administrative, pre-haul
maintenance, forest highways and Forest Service co-operative roads and
other system roads including the related survey, traffic analysis,
design, drawings, specifications, contract preparation with
construction estimates and construction staking of bridges, culverts,
rights-of-ways, utilities (gas, electrical, water, oil, sewage, cable
and telephone systems), boat ramps, camping spurs, parking lots and
topographic surveys. The work including but not limited to site
investigations, engineering soil analysis, traffic engineering
analysis, State legal signing requirement and analysis; inspection and
structural analysis of bridges, culverts and other drainage structures
as required by the NBIS, and construction inspection of system roads,
bridges, culverts and other facilities.The scope of the work including
but not limited to survey mapping; developmental design, plans, site
investigations, and topographic surveys for roads, parking lots,
buildings, dams, culverts, bridges, boat ramps, floating boat docks,
earth retaining walks, marine docks, water and wastewater systems;
trail facilities including hunter camps, horse-trail, camping areas,
recreational and administrative areas and facilities; surveying,
design, specifications and drawings and construction cost estimates;
project boundary control; topographic contour maps; site plans and
transportation and facility design. Metric dimensions shall be required
in some surveys, designs, drawings, computations, specifications and
unit costs for transportation and facility projects.Project areas are
on the Angelina Ranger District, Angelina National Forest; Sam Houston
Ranger District, Sam Houston National Forest; Sabine Ranger District,
Sabine National Forest; Davy Crockett Ranger District, Davy Crockett
National Forest; and the Caddo/LBJ National Grasslands. The counties
these are listed in are Sabine, Shelby, San Augustine, Angelina,
Jasper, Montgomery, Walker, San Jacinto, Houston, Trinity, Fannin, and
Wise Counties, Texas.RFP R8-13-97-11 will be issued using the Brooks
Act negotiation procedures. To be considered parties are to submit
SF-254 (Architect-Engineer and Related Services Questionnaire) and a
SF-255 (Architect-Engineer and Related Services Questionnaire for
Specific Project).Responding firms must demonstrate the ability, either
on-staff or through association with qualified consultants to provide
the following registered surveyor and engineers in the State of Texas:
Cad astral Surveyor, Civil, Structural and Geo-Technical Engineers,
and an adequate staff to perform one or more Delivery Orders at one
time.All work must be by or under the direct supervision of a licensed
professional engineer and surveyor registered in the State of
Texas.Selection of firms for negotiation will be determined by an
evaluation process based upon the following criteria. Your SF-255 form
should specifically address these areas: Evaluation Factors -- The
significant evaluation factors are as follows: (1) The firm's
professional personnel qualifications and experience including
technical skills, project coordination and management skills necessary
for the satisfactory performance of the work required. (2) Specialized
qualifications, experience and technical competence for the
satisfactory performance of the work required of key personnel
including technical skills, project coordination and management skills.
(3) Capacity to accomplish the work in the required time. (4) Past
performance on contracts performed in rural, wooded terrain similar to
the project area, with Government agencies and/or private firms in
terms of cost control, quality of work, and compliance with performance
schedules. (5) Ability to use electronic and typical basic survey
instruments and this computer design equipment, such as hand levels,
wheel and electronic measuring devices and computer aided design
drafting systems, to develop metric project drawings for low volume
timber sale roads to more complex site and topographic plans. (6)
Location in the general geographical area of the project and knowledge
of the locality of the project. (7) The volume of work previously
awarded by the Forest Service will be evaluated with the objective of
effecting and equitable distribution of the contracts among qualified
A&E firms, including women, minority, SBA 8(a) or other small
disadvantaged businesses. When submitting the SF-254 and SF-255, please
submit and original and three (3) copies to: USDA Forest Service, Homer
Garrison Federal Building, 701 N. First St., Room 207, Lufkin, Texas
75901. Estimated contract time: Work will begin in May, 1997 and
contract time will vary with individualproject requirements. Closing
