A -- SATELLITE/TERRESTRIAL COMMUNICATIONS NETWORKS AND ARCHITECTURES POC Dr. Daniel R. Glover, (216)433-2847, MS 54-2, Internet E-Mail: Daniel.Glover@lerc.nasa.gov The National Aeronautics and Space Administration is interested in receiving research proposals, especially for grants or cooperative agreements, to identify, study, and solve the problems associated with the use of satellite links in the context of a global information infrastructure with interoperable terrestrial and satellite components. This solicitation is open to all categories of organizations including: educational institutions, industry, and non-profit organizations. Although no specific set-aside is contemplated for HBCU's and other minority institutes, their participation is highly encouraged. A copy of the announcement will be available at the following URL: http://lerc.nasa.gov/www/procure/home.htm This solicitation constitutes a NASA Research Announcement as contemplated in FAR 6.102(d)(2). This announcement will be open for the period through 5/5/97, by which date proposals must be submitted. Selection decision will be made by Dr. James A. Dayton, Lewis Research Center following peer and/or scientific review of proposals. In all cases Non-Government personnel will be included as reviewers. Proposals will be limited to no more than 15 pages. A "page" is one sheet, 8.5" x 11", single-spaced, single-sided, with at least one inch margins on all sides, using PICA size (12 pt.) type or larger. The following criteria will be considered in the evaluation process: qualifications, capabilities and experience of the proposed principal investigator, team leader or key personnel including the offerors capabilities, related experience, and facilities as well as demonstrated expertise in the general areas of interest; understanding the problem; technical approach including overall scientific or technical merits of the proposal and overall standing among similar proposals available for evaluation and/or evaluation against known state-of-the-art; and cost realism and availability of funds. NASA LeRC anticipates making between 3 to 5 awards this year as a result of this NRA totaling approximately $500,000.00. Offerors may submit proposals for one year efforts. The NRA will be released on or about March 17, 1997. Notification to successful and unsuccessful offerers will be given on or about August 1, 1997, and awards are anticipated to be made by September 30, 1997.
