THIS PROJECT IS SET-ASIDE FOR COMPETITIVE 8(A) FIRMS ONLY. THIS PROJECT IS IN METRIC UNITS OF MEASUREMENT. Work shall include, but is not limited to the following:Construction of a three-story courthouse building of reinforced concrete with a skip joist concrete floor system. Base proposal site development includes the construction of a vehicle access to the basement level and pedestrian access to the courthouse building on the first floor, landscape development for the site. No surface parking on site is provided. Base proposal utility construction includes provision and installation of water supply and electrical connections to the existing City of Albany utility services and provision and installation of sanitary sewer and storm drainage lines into existing utilities via the detention vaults provided. All labor and materials required to provide a complete, fully operational courthouse building, plus site development, comprises the work of this contract and includes foundation construction and site work; complete building enclosure; architectural treatments of glass, brick, limestone and granite and weatherproofing; complete interior construction and finishes including built-in furnishings and fixtures; special systems for building security, vehicular barriers, and emergency operations, all building utilities and services; and complete, fully operational verticalconveyance system. The project contains six(6) options, prices for the options will be evaluated. Competitive 8(a) firms will be required to submit technical and price proposals in accordance with the solicitation, which will result in a firm-price contract. Specifications, drawings and proposaldocuments will be available on or about 3/3/97. A Pre- Proposal conference will be held on or about 3/17/97. Price and Technical Proposals will be due on or about 4/3/97. Technical evaluation factors will be listed and described fully in the specifications. Past performance will be used as an evaluation factor in the award of the contract. Acompetitive range will be established based on the evaluations of the proposals against established criteria and price. All responsible sources having the capability to perform the services described herein may submit a proposal in response to the solicitation. The greatest value concept will be used for selecting the contractor. The goal of this method of evaluating technical factors and price is to select the proposal that offers the greatest value to the Government,by giving the most for the money, not necessarily the lowest price.
