Contracting Officer This is a combined synopsis/solicitation for
commercial items prepared IAW the format in FAR subpart 12.6, as
supplemented w/additional information included in this notice. This
announcement constitutes the only solicitation. Separate request for
quote will not be issued. Solicitation No. N00604-97-Q-B670 applies and
is issued as a Request for Quote. This solicitation with incorporated
provisions & clauses are those in effect through Federal Acquisition
Circular 90-45 and Defense Acquisition Circular 91-11. The standard
industrial code is 3564 and the business size standard is 500
employees. This requirement is for a fixed priced contract for one line
item. This spec covers two (2) each ventilation fans, herein called
fan, which shall be portable & used by shop personnel to remove fumes
from voids/spaces aboard ship. Fans shall be assembled & ready for use.
Applicable documents 29 CFR PART 1910-osha, nema, nfpa 70 & SSPC-sp-10.
Fan drive shall: be 50 hp; 1200 rpm max; TEFC; have 1.15 service
factor; be 3 ph, 60 cycle, 230/460 volts (wired for 460); have 50 hp
reduced voltage starter, autotransformer type in a NEMA 4 enclosure,
mounted & wired. Fan Housing shall: be AMCA arrangement #7, direct
drive w/SISW arrangement w/flexible coupling connections; be made w/10
ga mild steel min; 2-7/1611 min ball bearing. Fan rotor: shall have
airfoil blades continuously welded to wheel backplate & rim; blades
shall be made of min 12 ga high strength steel; centerplate made w/min
1/411 A36 mild steel; shroud/rim out of min 10 Ga A36 spinning; Cold
rolled solid shaft minimum; 435 rotor inertia minimum. Fan Performance:
Volume ACFM 31,000; 611 static pressure (inches water gauge); .075 gas
density; 70 degree F temperature; 1200 rpm max speed. Fan to be AMCA
rated Class 2 Type. Standard designation of direction of rotation &
discharge clockwise top horizontal CW-THD per AMCA standard. Fan shall
have heavy duty inlet screen & heavy duty hinged outlet screen
w/positive lock; drain connection for housing environment. Fan shall be
clean & free of harmful/extraneous materials. All edges shall be
rounded or beveled. The fan shall be designed & constructed to permit
maintenance personnel to easily effectively service the fan using a
minimal number of tools. Fan shall have covers, guards, or other safety
devices for all parts of the eqpt that present safety hazards & must be
removable to facilitate inspection, maintenance & repair of the parts
w/out interfering w/operation of the eqpt. Fans shall be equipped w/all
std equipment, including operational/special tools furnished by the
machine manufacturer & 1isted in his proposal. Corrosion resistant,
fiberglass "Caution" or Warning" plates shall be securely attached to
the fan in visible locations, w/any safety precautions to be observed
by the operator/maintenance personnel. Audible noise emitted shall be
84 dB or less w/in a 3' radius around the entire equipment. The fan
shall not emit materials hazardous to the ecological system as
prescribed by fed, state or local statutes. The use of asbestos,
polychlorinated biphenyl (PCB)or mercury material on/in far are
prohibited. Contractor provided lugs or lifting eyes shall be IAW all
applicable OSHA reqmts. Certify that lugs & lifting eyes provided have
a min factor of safety of 5 to 1 w/respect to ultimate material
strength. Access to the lugs or lifting eyes shall be provided. Lifting
cables shall be free from obstructions. Fan shall have box section time
guide openings in the base for safe handling & transport by a 6,000#
capacity forklift. Box sections shall extend 6" past the fan housing &
motor (on all 4 sides) completely enclosing the forklift tines, be
fabricated from metal having a minimum thickness of 0.25 inch, have
internal cross-sectional dimensions of at least 4"H x l0"W and be
welded to the base & so spaced apart (no greater than 3411) center to
center. Ninety-five percent of the surface shall be sandblasted to the
equivalent of a white metal blast as specified by the Steel Structures
Painting Council (SSPC-SP-10). Paint each unit using a two-pail epoxy
paint which shall include primer & top coat shall be polyurethane
enamel, color, fed std 595A, #12197-1 (International Orange). A
corrosion-resistant metal nameplate shall be securely attached to the
machine's exterior at eye level. Words, in English, shall be engraved,
etched, embossed or stamped in bold-faced letters containing the mfr's
name, serial number, size, model, power input (volts, amps, phase,
frequency), gross weight of the eqpt, contract number, date of mfr &
bar coding. A copy of nameplate shall be in the tech manuals.
Electrical components including motors, starters, relays, switches, &
wiring shall conform to & be located IAW applicable NEMA, ANSI & NFPA
Stds (Especially NEPA 70 & NFPA 79). The electrical components shall
also be UL (listed or recognized), FM listed, or listed by an
equivalent certified nationally recognized organization. Contractor
shall provide a certification stating that the fan is in compliance
w/OSHA 29 CFR 1910.303(b). Copy of this cert is to be included in the
mfr's tech manual. Electrical system shall conform to the NEC & be
capable of electrical lockout/tagout. A supply circuit disconnect
device, either a fusible motor circuit switch or circuit breaker, shall
be provided & installed on the equipment. Operating controls shall be
located convenient to the operator at his normal work station. Include
3 sets of tech manuals in English on instln/set-up, operating,
maintenance, troubleshooting & repair procedures, a listing of parts &
components (including part numbers) contained in the eqpt, schematic
diagrams of the electrical system & certification of the eqpt's weight.
Unless otherwise specified in the contract, the contractor is
responsible for the performance of all inspection reqmts as specified
herein. If for any reason the operational or in-service test fails, the
cost to return (shipping of eqpt, etc.) will be charged to the
contractor. The Government will accept the contractor's commercial
warranty. Contractor to provide descriptive literature for evaluation
purposes. Delivery of all items is required 30 days after award of
contract to be delivered FOB Destination to: Pearl Harbor Naval
Shipyard, Bldg. 167, Pearl Harbor, HI 96860-5351. Acceptance shall be
made at destination. Standard practice for Commercial Packaging. The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items
applies. Addendum to FAR 52.212-1: Paragraph (b), Technical Description
substitute "Descriptive literature" for "technical description.";
Paragraph (h), Multiple awards-Delete entire paragraph. Substitute
"Award. The Govt plans to award a single contract resulting from this
solicitation." Offerors are required to complete & include a copy of
the following provisions w/their proposals: FAR 52.212-31 Offeror
Representation & Certifications-commercial Items, Also, DFARS
252-225-7000, Buy American Act & Balance of Payments Program
Certificate. Clause 52.212-4, Contract Terms and Conditions Commercial
Items, applies. Addendum to FAR 52.212-4: Paragraph (o) Warranty --
Add: "additionally, the Govt. will accept the contractor's commercial
warranty." Add the following addendum clause: FAR 52.211-5, New
Material. The clause at 52.212-5, Contract Terms and Conditions
Required To Implement Statutes or Executive Orders-Commercial Items
applies with the following applicable clauses for paragraph (b): FAR
52.203-6, Restrictions on Subcontractor Sales to the
Government-Alternate I; FAR 52.222-26, Equal Opportunity; FAR
52.222-35, Affirmative Action for Special Disabled and Vietnam Era
Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers;
FAR 52.222-37, Employment Reports on Special Disabled veterans and
Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial items, applies with
the following clauses applicable for paragraph (b): DFARS 252.225-7012,
Preference for Certain Domestic Commodities; and DFARS 252.225-7001,
Buy American Act and Balance of Payments Program. The Govt intends to
make a single award to the responsible contractor whose quotation is
the most advantageous to the Govt. considering price and price-related
factors. This solicitation will be evaluated on the following factors:
Technical (stopping power), past performance, and price. Technical and
past performance are equal and when taken together are significantly
more important than price. Quotations must be received no later than
4:00 p.m. Hawaiian Standard Time, 14 March 1997. Quotations should be
