(410) 671-4478 (Site Code DAAM01) The U.S. Army Chemical and
Biological Defense Command (CBDCOM) intends to negotiate with Bruker
Instruments in Billerica, MA, on a non-competitive basis (per FAR
6.302-1) for a new firm-fixed-priced production contract to obtain 25
Chemical-Biological Mass Spectrometer (CBMS) Systems in FY97, with an
option for an additional 30 CBMSs in FY98. This total of 55 CBMSs
represents the entire quantity projected for the U.S. Army's needs.
This proposed production contract is for highly specialized equipment
which has taken over nine years for Bruker Instruments to develop and
successfully test and incorporate state-of-the-art design concepts for
rugged ion-trap mass spectrometry, auto-calibration, biological agent
detection algorithms and touch-screen computer interface. The primary
use of the CBMS will be as a component of the Biological Integrated
Detection System (BIDS). It will be used to continuously sample air and
detect and classify biological agents and will trigger other components
to start an identification process. As the sole U.S. fabricator of the
CBMS, Bruker Industries possesses unique experience and corporate
knowledge. Bruker Industries is the only contractor that has the
necessary hardware and software expertise required to produce and
deliver CBMSs which meet the U.S. Army's requirements without
substantial duplication of cost and within the schedule constraints of
the BIDS program. Opportunities for competitive subcontracting will be
present in the areas of subassembly and electronics. See Note 22.
