The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-38. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement shall cover the following items: 10,000 Cizer/Crystal Info (Release 5.0) seat licenses, one year of maintenance, integration of reporting tool across data sources with customization of Cizer, including connection to the InPower-embedded print engine calls. Includes programming of DOS-based application for remote sites not connected with a GUI interface client, Interagency Report Protocol development, including network delivery mechanisms working with other contractors/vendors, Platform analysis, testing and implementation for 1. LAN/WAN, 2. Internet/Intranet and Web Servers, 3. WinNT 4.0, 4. HPUX connectivity, Writing of HHS documentation for Cizer/Crystal software and reporting protocol, Creation of training materials for Cizer/Crystal for the following: 1. Report Creators, 2. Reporting Tool Environment Administrators, 3. Trainers who will be training the Report Consumers (business users). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. Delivery period will be two years from contract award. Place of performance is Washington, DC. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
