NONPROFIT AGENCIES, AFFILIATED WITH THE JAVITS-WAGNER-O'DAY (JWOD)
PROGRAM, EMPLOYING PEOPLE WHO ARE BLIND OR HAVE OTHER SEVERE
DISABILITIES FOR THE PURPOSE OF POC Beverly L. Milkman, Executive
Director (703) 603-7740. The Committee for Purchase From People Who Are
Blind or Severely Disabled (Committee) is interested in pursuing
partnerships with commercial manufacturers of higher quality
retractable ballpoint pens in the $5-10 price range who meet the
following criteria: Possession of a nationally known brand name and
products that can be demonstrated to have significant appeal to Federal
users, either through evidence of significant sales (manufacturers must
submit data demonstrating significant sales) or the results of a test
market; willingness to enter into a multi-year agreement, which
includes technical assistance, to have a nonprofit agency that meets
the criteria of the Javits-Wagner-O'Day (JWOD) Program make and/or
package the product in question, thereby creating employment for people
who are blind or severely disabled; commitment to working independently
and with the JWOD team to market the product to Government customers
under the JWOD Program and willingness to work with the nonprofit
agency, NIB and NISH and the Committee to assure that the product's
price to GSA will result in charges to the end-users that are fair
market prices. Manufacturers' submission must demonstrate that each
specific product being proposed meets the various criteria, as well as
indicate what functions the nonprofit agency employees would perform.
