Command proposes to procure on an other than full and open competitive
basis, the upgrade of the ESIG 3000 image generator on the Comanche
Player Station (CPS), located at Fort Rucker, Alabama. The CPS is a
tandam-seat cockpit visual simulator used for Early Operational
Capability (EOC) pilot training; human-machine interface requirements
analysis and various other missions. The system is driven by a Harris
Nighthawk computer, with image generation provided by an Evans
Sutherland, Inc., ESIG 3000. The effort being procured is to upgrade
the existing ESIG 3000 three channel system to a five channel system
which will enable sensor independence and give the back seat operator
a full night capabilities with those of the actual Comanche aircraft.
This is essential for continued CPS employment as a viable simulation
of the Comanche system. This effort also requires the delivery of two
ESIG 3000 channel processors, pixel processors, video buffer cards,
Quad AP cards, power supplies, cables, and a channel processor cabinet.
An upgraded Mission Function Processor will require a new Power PC
Card, SCSI cabling and adapters, two removable hard disk drives and
appropriate software licenses. The Government's required delivery
schedule for this update is 7 months after contract award. The ESIG
3000 image generator Part # 103303-014, Serial #134 will be furnished
to the contractor to perform the upgrade. The upgraded image generator
must retain compatiability with currently used databases. The
anticipated value of this effort is $636,000. Authority and
Justification is Federal Acquisition Regulation FAR 6.302-1(a)(2) --
Intended source is Evans Sutherland, Salt Lake City, Utah. The proposed
contract is a Delivery Order under an existing Basic Ordering Agreement
with Evans Sutherland. This proposed contract action is for an effort
in which the Government does not own the technical data necessary to
permit full and open competition. All responsible sources may submit a
proposal which shall be considered by the Agency. See Numbered
