Professional contract services for the performance of Prospectus
Development Studies, Feasibility Studies, Engineering Surveys, Cost
Estimates, and related services for the National Capital Region (NCR)
of the General Services Administration (GSA), Solicitation No.
GS11P97AQD0007. All Professional services will be rendered under this
contract on an as-required basis for projects within the GSA National
Capital Region. Current tentative projects, which are subject to
changes, additions, and deletions at the discretion of the Government,
are as follows: The Internal Revenue Services (Main) Building; The
Federal Trade Commission; The Department of Commerce; and The
Department of Transportation (FOB10A). The Professional services which
the A/E shall provide under this contract include, but are not limited
to: architectural, structural, civil, and life safety, historic
preservation, and handicapped facility development.
Mechanical/electrical/landscape/site improvement,environmental
assessment/impact studies as appropriate to pre-design, engineering,
and feasibility surveys. The specific studies required include;
prospectus development studies, housing plans, feasibility studies,
engineering studies, cost studies/estimates, design, preparation of
contract documents, Post Construction Contract Services (PCCS), and
construction inspection services. Provide environmental services in
connection with various buildings and areas. The Contractor will be
required to perform investigations, develop, or obtain data, and
produce formal documentation of study results in accordance with
applicable GSA instructions and specific study results in accordance
with applicable GSA instructions and specific instructions contained in
the Statement of Work for each Contract Work Order. The Contractor
shall provide technical and logistical support in the preparation of
data for public meetings or hearings. Unless otherwise specified, the
end products of the contract will be bound reports documenting study
results and appropriate backup materials including graphics, tables,
photographs and references. The work includes, but is not limited to
the following: physical/biological features such as geology/soils,
topography, hydrology, flood plains, vegetation, wildlife, air quality,
water quality, sound levels, radiation, contaminants, public policies,
laws and plans affecting development, transportation systems,
utilities housing, historically significant architectural or
archaeological features, community facilities and services, fiscal
impacts, including economic comparisons of alternative actions, urban
design concerns, and other technical services related to the project
requirements in NCR facilities as specified in individual contract Work
Orders. The Contractor shall provide Architect-Engineer and related
services and submissions for all projects ordered in accordance with
the requirements of this contract and the individual contract Work
Orders. All requirements will be procured through the issuance of
contract Work Orders. This is a master firm fixed price, indefinite
quantity contract obligating the Architect-Engineer (A-E) to provide
all management, supervision, manpower, administrative support,
materials, supplies and equipment. The A-E shall plan, schedule,
coordinate and ensure the full, effective, efficient, and economical
performance of all services ordered under this contract. The A-E must
have office space within the GSA-NCR and must respond to Government
contacts/communications within one normal business day. This contract
requires computerized capabilities of the Contractor. The Contractor is
required to provide its own office equipment and ADP hardware/computer
equipment adequate to fully satisfy all operational requirements of
this contract using existing resources. This should be considered in
developing the fee proposal as no reimbursement is authorized for such
items relative to the solicitation or resulting contract. In
accordance with statutory and regulatory requirements, ADP hardware
shall not be procured under this contract and the Contractor shall not
accept any such requirements. Estimated quantity of work is not
guaranteed. Except as provided herein, the A-E is obligated to satisfy
the requirements of professional services and deliverables which are
ordered from time-to-time through individual contract Work Orders and
their modifications. All requirements ordered will be based on
estimated quantities within the project specific Statement of Work. No
guarantees are implied or expressed by the Government in any way that
services and deliverables will be ordered, except as stipulated
herein. As a Guaranteed Minimum the Government will order at least
$25,000 in combined services and deliverables during the Base Period of
approximately one (1) year. The Maximum Total Contract Amount for four
(4) Option renewal periods of approximately one-year each, not to
exceed an estimated $1,500,000 for each effective period, for a
potential not-to-exceed dollar total of $7,500,000 over the approximate
five (5) year period. The exercise of each Option is a Government
prerogative, not a contractual right. The Options may be exercised via
unilateral contract modifications (SF-30), which include the revised
fixed pricing to be used for Contract Work Orders awarded during the
next contract period. The basic contract may not be modified to enlarge
its scope after the expiration date of its last effective period,
inclusive of options, except that the expiration date may be extended
for an aggregate total of six months. The A-E shall not expect
exclusive rights to all work covered by this contract. The Government
reserves the right to undertake by contract, by Government personnel,
or by other means, the same or similar kinds of work included in this
contract, depending on the availability of resources. Such actions
shall not be violations of this contract, and shall not be considered
as termination in whole or in part of any work procured through this
contract. Consideration for the contract will be limited to business
firms, joint ventures (either with consultants) demonstrating
capability to coordinate the required services in their own active
production offices located within the GSA-NCR boundaries. The
boundaries of the GSA-NCR consist of the District of Columbia;
Montgomery and Prince George's counties in Md; the cities of
Alexandria, Falls Church, and Fairfax in VA; and the counties of
Arlington, Fairfax, Prince William, and Loudoun in VA. Firms in the
states of Virginia, Maryland, Delaware, Pennsylvania, New York and New
Jersey may also apply, however, the selected firm must establish an
active production office within 30 days within the boundaries of the
GSA-NCR after award of the contract. The following evaluation criteria,
in relative of importance, will be used in the evaluation of A-E firms:
I. PROFESSIONAL QUALIFICATIONS (30%). A. Team Experience on similar
projects. B. Relevant key individual experience and professional
qualifications. II. CAPABILITIES OF FIRM (30%). A. Sufficiency of staff
and technical resources available, not committed to other contracts, to
undertake this contract. B. Location of firm and knowledge of the
locality of the projects. C. Familiarity with (SI) metric system. III.
SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (20%) A. Suitability
of firm's previous concentration of the type of work required herein.
B. Based on specific examples shown, does the firm provide a well
organized, accurate, and fully coordinated set of feasibility studies,
technical studies or prospectus development studies, and working
drawing packages?; and IV. PAST PERFORMANCE (20%). A. Do the project
examples submitted indicate compliance with performance schedules? B.
Cost Control. C. Quality of work. D. Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. Each SF-255 A-E
proposal shall include partial project examples as similar in nature to
the proposed projects as possible, bound in an 8-1/2" x 11" format.
Include inBlock 10 of the SF-255 as the last entry the following
certification: "I hereby certify that the firm (joint venture) meets
the geographic limitations stated in the CBD Announcement for this
solicitation," or a statement certifying establishment of a local
office within 30 days after award. If selected for an interview, each
A-E will be required to bring to the interview at least two project
examples including drawings and specifications, a final cost estimate
(indicating original budget), a summary of the project scope and
objectives, and the name, address, and telephone number of client
contact (s). Firms having the capabilities to perform the services
described in this announcement are invited to respond by submitting
SF-254's (for firm and joint venture and team consultants), which must
be dated no more than six (6) months before the date of this synopsis,
and SF-255 along with a letter of interest identifying the project
solicitation number to the procurement office listed above by 3:30 PM,
local time on the due date of this notice. Late responses are subject
to FAR Provision 52.215-10. THIS PROCUREMENT IS BEING SET-ASIDE FOR
SMALL BUSINESS CONCERNS ONLY, AND IS SUBJECT TO FAR PROVISIONS 52.219-6
AND 52.219-14; (SIC CODES 8711 & 8712 -- $2.5 MIL.) Submissions shall
