The Treasury Department, Financial Management Service, intends to enter into a sole source contract with IBM Corporation, 6705 Rockledge Drive, Bethesda, MD 20817, for database services that are necessary to provide user friendly online access to IBM's technical and marketing information related to the Financial Management Service's computers (IBM 9672 Model R83), operating systems (390 OS/390, MVS, and VM), and communications systems (OS/390, MVS, VM VTAM, MVS Network Control Program, and 3745 communications systems). The above database services shall provide access to IBM's: (1) press releases, product announcements, software catalogs, publications information, dealer lists, education schedules, systems and product guides, sales data, discount schedules, H/W and S/W prices, and industry related solutions; (2) order backlogs, product delivery schedules, order entry information, electronic invoicing, credit sales terms, and product configurators; (3) technical support in the form of flashes and bulletins on products and services and the ability for the Financial Management Service's employees to ask technical questions and receive answers; (4) H/W and S/W authorized program analysis request (APAR) and program temporary fix (PTF) information, automatic software alerts, electronic delivery of PTFs, preventative service planning information, APAR status tracking, and creation and tracking of level two software defect reports; and (5) communications capability to electronically exchange notes and files with product personnel related to all of the above services. The services shall be based on System Network Architecture (SNA). The contractor shall ensure the continuous operation of the 9600 bps voice grade analog leased line connection from the Financial Management Service in Hyattsville, MD to a local node. Other vendors who believe they can meet these requirements should respond in writing to Department of the Treasury, Financial Management Service, Ross Dence, 401 14th Street, SW, Rm 457B, Washington, DC, 20227 within 15 days of this notice providing proficient technical data and documentation to demonstrate comparable capabilities.
