(EPA), the Office of Pollution Prevention and Toxics (OPPT),
Information Management Division (IMD), Toxic Release-Inventory
Information Management Branch (TRI-IMB), and the Toxic Substance
Control Act-Information Management Branch (TSCA-TIMB) have an ongoing
requirement for the establishment, operation and maintenance of the EPA
Regulatory Data Collection Reporting Center (the Emergency Planning and
Community Right-to-Know Act Reporting Center), and the Confidential
Business Information Center/Non-Confidential Business Information
Center (CBIC/NCIC). The EPCRA support services include forms
processing, including imaging of forms for archival and retrieval
purposes; Toxic Release Inventory System (TRIS) system maintenance and
enhancement activities; and providing data for public access, in
accordance with the Emergency Planning and Community Right to Know Act
(EPCRA). The CBIC/NCIC provides current and historical documents on
all submissions received in compliance with the Toxic Substances
Control Act (TSCA), as well as public dockets/adminstrative records,
and together contains over 60,000 case files. In support of the
CBIC/NCIC requirements, the contractor shall provide various services
including data entry, document tracking, archival and distribution,
image processing, bar coding and other related electronic and manual
document processing services. In support of these requirements, the
contractor will provide various professional and technical support
services including maintenance of EPA's Toxic Release Inventory System
(TRIS) at a site to be determined and located near EPA Headquarters,
and the Confidential Business Information Tracking System located at
existing facilities within EPA Headquarters. These facilities shall be
designed to handle staff and equipment for receipt and processing of
approximately 100,000 Toxic Release Inventory forms and 100,000
submissions copies of TSCA data per year; and includes: enhancing and
maintaining TRIS and TSCA software; EPA's automated reporting software,
and; supporting TRIS/ TSCA system users and TRI/TSCA data users. The
services and support that EPA requires are currently provided through
two Agency contracts: 1) EPCRA support services are currently provided
by Computer Based Systems Inc. (CBSI) under Agency contract
68-W2-0011, expires 12/31/97); and; 2) the CBIC/NCIC services are
currently provided by Armstrong Data Services Inc. under Agency
contract 68-W5-0024 (Delivery Order 108); expires 09/30/97). Potential
offerors interested in obtaining additional contract information
should submit written requests to the following: Attn: FOIA Officer,
U.S. EPA, (1105), 401 M Street, SW, Wash., DC 20460. Pursuant to Title
40 CFR Section 2.120(a), a charge of $10.00 per half hour will be
required for record search and review time, and a charge of $.15 per
page will be required for reproduction of the requested records upon
their release. Note: The estimated cost for providing these records is
approximately $175 per request. It is anticipated that this
acquisition will result in the award of a cost reimbursement, level of
effort contract. The period of performance (POP) for the recompete
will include a base period, plus four, one-year option periods, not to
exceed sixty (60) months. Total estimated level of effort, including
optional quantities, is 2,931,800 hours. This acquisition will be
conducted under full and open competition. The above contractual
restructuring incorporates the current EPCRA and CBIC/NCIC requirements
under a single contract in order to provide for a cohesive and
comprehensive data processing, information storage and retrieval
operations support services contract for OPPT that will provide
continued services for EPA and the public. All parties interested in

announcement is to notify potential offerors of EPA's requirement,
generate the bidders list and to direct interested parties to the EPA's

for Proposals (RFP), amendments and other related items will be posted
on the Internet and should be downloaded from the following site:
