This ammouncement constitutes the only solicitation: Invitation For Bids (IFB) are being requested and written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 45. This procurement is a 100% small business set-aside. This SIC Code is 1731 and the small business size is $7.0 million. Contractor shall provide on site full maintenance services at tphe VA Medical Center, Brecksville, Ohio. Services are required for a basic year period commmencing date of award through September 30, 1997 with two one-year pre-priced option years. Services are required for a quantity of 22 automatic transfer switches as follows: Item 1 -- Mfg. Automatic Switch Co. (ASCO), Model E962326097XC, 260 amps. 480 volts, Qty 1 each; Item 2—Mfg. ASCO, Model E962315047XC, 150 amps. 208 volts, Qty 7 each; Item 3 -- Mfg. ASCO, Model E9623115097XC, 150 amps. 480 volts, Qty 1 each; Item 4- Mfg. ASCO, Model 92312400C, 400 amps. 208 volts, Qty 4 each; Item 5 -- Mfg. ASCO, Model E940340045XC, 400 amps. 208 volts, Qty 1 each; Item 6 -- Mfg. ASCO, Model A962340049C, 400 amps. 208 volts, Qty 1 each; Item 7 -- Mfg. ASCO, Model A962326049C, 260 amps. 208 volts, Qty 1 each; Item 8 -- Mfg. ASCO, Model E96232604XC, 260 amps. 208 volts, Qty 2 each; Item 9 -- Mfg. ASCO, Model E962340049C, 400 amps. 408 volts, Qty 1 each; Item 10- Mfg. Services shall include on call maintenance with a response time within 4 hours after notification, and one yearly preventive maintenance inspection (PMI) to be performed during the month of May. The Contractor shall notify the Contracting Officer's Technical Representative (COTR) or designee at least 5 work days in advance to schedule all PMI's. On call maintenance and PMI procedures shall include but limited to: inspecting, cleaning, lubricating, adjusting, calibrating, vacuuming, repairing, replacing all parts as needed, and any other maintenance recommended by equipment manufacturer. Contractor shall provide all necessary labor, equipment, tools, supplies, materials, parts, technical manuals, supervison, transportation and lodging to perform contract services. All parts provided shall be new, current manufacture parts, compatible with existing equipment. All work shall be performed by factory trained technicians, experienced with performing services on equipment described herein. Services shall be performed during the hours of 8:00a.m. and 8:00p.m. local time, Monday through Friday, excluding federal holidays. All services shall be coordinated with the COTR or designee. The billing cycle for this contractshall be monthly. The following provisions apply to this acquisition: 852.219-70 Veteran-Owned Small Business; 852.219-70 Commercial Advertising; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offer Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions to Implement Statutes or Executive Orders-Commercial Items, including clauses incorporated by reference under Section (b) (6) through (9) and Section (c) (1) through (3); 52.217-8 Option to Extend Services; and 52.217-9 Option to Extend the Term of the Contract with one day written notice given and contract duration not exceeding 3 years, 6 month. Bidders responding to this announcement shall submit a separate monthly cost for each item for the basic and each option year, along with a copy of their PMI checklist identifying the PMI procedures to be performed, provide information required in 52.212-1, a completed copy of provision 52.212-3 and 852.219-70by March 13, 1997 2:00 p.m. local time. Services beyond September 30 are subject to the availability of funds in accordance with 52.232-18.
