plans to issue a Request for Offer (RFO) for Ground Support Equipment
(GSE) Task Order Contracts. The statement of work includes tasks
necessary for fabrication and development of GSE, test equipment, and
other hardware necessary to process flight and associated hardware.
Potential items include access, handling, electrical, servicing,
simulator, and mock-up equipment. Deliverables include hardware,
spares, and documentation to complete the specified tasks. The
procurement will result in multiple indefinite quantity contract awards
under the single solicitation for the GSE. This procurement is being
conducted under the NASA MidRange Pilot Test Program approved by the
Office of Federal Procurement Policy. The procurement will utilize
"Best Value Selection" procedures outlined in NASA MidRange
regulations. See Numbered Note 26. This procurement is a total small
business set-aside. All responsible sources may submit an offer which
shall be considered by the agency. The anticipated release date of the
RFO is on or about March 17, 1997 with an anticipated offer due date
of on or about April 3, 1997. An ombudsman has been appointed -- See
Note "B" at the Internet addresses cited below. The solicitation and
any documents related to this procurement will be available over the
Internet. These documents will be in ASCII or RTF format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a

shall notify this office of their intent to submit an offer. It is the
