66 -- DSPT REDLINE ADAPT ACQUISITION AND CONTROL SYSTEM SOL 97-28 POC Pam Legare (513-366-2015) The USEPA plans to negotiate a contract on a sole source basis with DSP Technology to provide a DSPT Redline ADAPT data acquisition and control system. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which allows for negotiation without full and open competition if there is only one responsible source. The basis for this determination is that the U.S. EPA-National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor has a requirement to integrate a DSP Technology ADAPT acquisition and control system with the current emissions sampling equipment, a motor generator set, and a dynamometer controller currently being utlized with a General Electric 350-hp double-ended dynamometer equipped in an existing test cell. The EPA's Advanced Technology and Support Division (ASTD) of the NVFEL is currently involved with several engine development programs relating to President Clinton's partnership for a New Generation of Vehicles (PNGV), known as the EPA's "Clean Car Project". The engines involved in the program utilize specialized engine control systems that are tailored specifically for each engine. Many of the novel engines were built and initially tested by the contractor, FEV Engine Technology. FEV specializes each engine control system to operate each specific engine. These control systems also integrate a data acquisition and control system to continually report engine parameters that allow the operator to vary engine conditions to perform the necessary testing and to keep the engine running consistently. FEV is currently utilizing the DSPT redline ADAPT data acquisition and control system to perform this function. However, when FEV delivers the engines to the EPA, the ADAPT data acquisition and control system is not included and can not be obtained through the existing contract with FEV. As a result, the EPA has adjusted the engine control system to incorporate its own data acquisition and control systems, altering the engine control system supplied by FEV to accept a data acquisition system that it was not developed to use. Consequently, there has been major delays in the EPA's testing programs due to several unforseen problems resulting from changing the systems, some of which have never been alleviated. Therefore, the EPA hs determined that a contract with DSP Technology, the manufacturer of the system, is apprpopriate under the current conditions stated above. This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement by submitting documentation to the office identified above which establishes that their specifications meet the EPA's requirement. Documentation must be received within seven (7) days after the date of publication of this synopsis to be considered by the EPA. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0057)
