The proposed effort is to obtain for the U.S. Army Research Institute for the Behavioral and Social Sciences content analysis of comments from the 1996 Survey of Officer Careers conducted by ARI for its Department of Army clients. The period will be for sixty (60) days. This notice of intent is not a Request for Proposals, though any capability statements received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Information receive will be considered to determine whether to conduct a competitive acquisition. However any determination to compete this contract is within the Government's discretion.
