Systems Command intends to modify contract N00019-96-C-0056 with TRW,
Inc., Avionics Systems Division, for JT-UAV Hunter System Logistics
Support to add the requirement for conduct of engineering studies and
tests of the following Operating and Support Cost Reduction Initiatives
for the following JT-UAV Hunter subsystems: Emergency Battery; Mission
Control Unit Line Driver; and Radio Frequency Cables and Connectors.
This action will be accomplished via other than full and open
competition pursuant to the authority of Title 10 U.S.C. 2304(c)(1) as
implemented by FAR 6.302-1, only one responsible source. The value of
this procurement is estimated at less than $200K. TRW, Inc., San
Diego, CA, was competively selected for award of the aforementioned
contract and is currently the only responsible source possessing the
necessary engineering knowledge to assess, develop and redesign JT-UAV
Hunter subsystems or components to reduce acquisition costs, extend
service life and/or improve reliability, maintainability and
supportability. These studies will be performed under the guidelines
established for the Fiscal Year 1997 Supply Management Army Operating
and Supply Cost Reduction Initiatives Program. See note No. 22 --
