CLIN 0002 On-Site Training at San Clemente, CA and CLIN 0003 20,000 serialized decals each. Evaluation factor- lowest price and the system SHALL: 1. Be installed by April 18, 1997; -- -- 2. Be eyesafe; Be portable (i.e. able to mount reader on a truck, but wired to a control light); have serialized decals that are not transferable to another surface or easily counterfeited; have a MTBF of at least 1 year; have less than 1% error rate; have been installed and demonstrated performance at other locations have update (enrolled/disenroll) capabilities.
