The U S Army Missile Command has a requirement entitled "Independent
PATRIOT Integration Analysis" that will provide Engineering and
Technical Support Services for the PATRIOT Project Office. This effort
includes PATRIOT system program engineering and integration analysis;
system performance analysis; analysis and integration of reliability,
availability, and maintainability (RAM), quality, safety and human
factor engineering, deployment support analysis; logistics and
technical support; analysis of PATRIOT derivatives and simulations;
analysis and support of system diagnostic capabilities; system
simulation and analysis in support of international operations; program
management technical support; and technical and administrative support.
The contractor will be required to respond to LOE assignments on a
quick reaction basis. The period of performance shall be for a base
period with a concurrent surge option, and four concurrent one-year
options; and shall not exceed 60 months. It is estimated that thebase
effort will be approximately 200,177 manhours, with a "surge" option
that may be exercised in increments up to a maximum of 627,000
additional manhours. The second, third and fourth option years are up
to a maximum total of 627,000 manhours each; and the fifth option year
is up to a maximum total of 426,823 manhours. This effort has been
accepted by the Small Business Administration as a 100% set-aside for
small businesses. The SIC code for this effort is 8731. A
Cost-Plus-Fixed-Fee, Level of Effort (LOE) type contract is
contemplated for labor line items, and cost reimbursement for travel
and other direct costs. All requests for solicitation packages must be
in writing to the address shown above, ATTN: AMSMI-AC-MOD, or
datafaxed to (205) 876-9633. Telephone requests will not be honored. A
TOP SECRET facility and TOP SECRET storage capability are required to
perform this effort. Participation will not be open to foreign owned,
controlled, or influenced companies, foreign representatives or
foreign nationals. The geographical location for the principal place of
performance is Huntsville/Madison County, Alabama and the contractor's
facility. Request for Proposal (RFP) DAAH01-97-R-0046, when issued,
may be viewed on the MICOM Electronic Bulletin Board System (BBS) at
Internet address (world wide web URL) "www.redstone.army.mil/procbbs"
or by telephone modem. To login to the BBS by modem, modem settings
should be as follows: 9600 to 300 baud, 8 bit, 1 stop bit, no parity,
and terminal emulation to VT100. The BBS number is (205) 955-8175 or
955-8176. Once you are connected, hit return and a SERVICE prompt will
appear. At this prompt, type PROC and hit return. At the login prompt,
type bbs and at the password prompt, type user. After logging into the
BBS, you will be required to enter your first and last name, company
name, and generate a password for your company. You are reminded that
the BBS is intended for informational purposes only. A Reading Room has
been established by the U S Army Missile Command. The Reading Room will
be located in the Redstone Scientific Information Center (RSIC),
Building 4484, 3rd Floor, beginning 26 Feb 97. Hours for the Reading
Room will be 0830 to 1130 and 1230 to 1530 on Mondays through
Thursdays, except federal holidays. The Reading Room will be closed on
Fridays. Appointments to use the Reading Room shall be made by
contacting Ms. Gwen Wallace at the RSIC, Building 4484, (205) 842-8446.
Appointments will be on a first come first serve basis and shall not
exceed 3 hours. No more than one contractor or contractor team, which
are limited to a total of four persons, will be scheduled at one time.
Contractor teams are allowed to concurrently view Reading Room
documents. Classified material will be viewed as READ ONLY. No xeroxing
of classified material will be allowed. Unclassified material will be
available for overnight check out, but must be returned to RSIC by 0800
the next business day. Visit requests from domestic services providers
without foreign control should be datafaxed to the RSIC, ATTN: Gwen
Wallace, datafax (205) 876-6000. The documents available in the Reading
Room will be listed in the RFP. The estimated release date of the RFP
