The U S Army Missile Command has a requirement entitled "Independent PATRIOT Integration Analysis" that will provide Engineering and Technical Support Services for the PATRIOT Project Office. This effort includes PATRIOT system program engineering and integration analysis; system performance analysis; analysis and integration of reliability, availability, and maintainability (RAM), quality, safety and human factor engineering, deployment support analysis; logistics and technical support; analysis of PATRIOT derivatives and simulations; analysis and support of system diagnostic capabilities; system simulation and analysis in support of international operations; program management technical support; and technical and administrative support. The contractor will be required to respond to LOE assignments on a quick reaction basis. The period of performance shall be for a base period with a concurrent surge option, and four concurrent one-year options; and shall not exceed 60 months. It is estimated that thebase effort will be approximately 200,177 manhours, with a "surge" option that may be exercised in increments up to a maximum of 627,000 additional manhours. The second, third and fourth option years are up to a maximum total of 627,000 manhours each; and the fifth option year is up to a maximum total of 426,823 manhours. This effort has been accepted by the Small Business Administration as a 100% set-aside for small businesses. The SIC code for this effort is 8731. A Cost-Plus-Fixed-Fee, Level of Effort (LOE) type contract is contemplated for labor line items, and cost reimbursement for travel and other direct costs. Appointments will be on a first come first serve basis and shall not exceed 3 hours. No more than one contractor or contractor team, which are limited to a total of four persons, will be scheduled at one time. Contractor teams are allowed to concurrently view Reading Room documents. Unclassified material will be available for overnight check out, but must be returned to RSIC by 0800 the next business day.
