The U S Army Missile Command has a requirement entitled "Independent PATRIOT Integration Analysis" that will provide Engineering and Technical Support Services for the PATRIOT Project Office. This effort includes PATRIOT system program engineering and integration analysis; system performance analysis; analysis and integration of reliability, availability, and maintainability (RAM), quality, safety and human factor engineering, deployment support analysis; logistics and technical support; analysis of PATRIOT derivatives and simulations; analysis and support of system diagnostic capabilities; system simulation and analysis in support of international operations; program management technical support; and technical and administrative support. The contractor will be required to respond to LOE assignments on a quick reaction basis. The period of performance shall be for a base period with a concurrent surge option, and four concurrent one-year options; and shall not exceed 60 months. It is estimated that thebase effort will be approximately 200,177 manhours, with a "surge" option that may be exercised in increments up to a maximum of 627,000 additional manhours. The second, third and fourth option years are up to a maximum total of 627,000 manhours each; and the fifth option year is up to a maximum total of 426,823 manhours. This effort has been accepted by the Small Business Administration as a 100% set-aside for small businesses. The SIC code for this effort is 8731. A Cost-Plus-Fixed-Fee, Level of Effort (LOE) type contract is contemplated for labor line items, and cost reimbursement for travel and other direct costs.
