Department of Energy, Office of Declassification, has a need for
specialized technical, analytical, and administrative support services.
This assistance is required in the areas of (1) classification and
control guidance development, revision, and review; (2) policy and
procedures development, revision, and review; (3) general
administrative support; (4) education and appraisal program support;
and, (5) file room management. All personnel positions require a DOE
"Q" security clearance. Personnel being considered for any position
under this procurement must possess a current "Q", a DoD "Top Secret",
or have possessed a Single Scope Background Investigation (SSBI)
clearance within the past five years. Additional personnel requirements
are set forth in the RFP. Work will be performed principally at
Government furnished facilities in Germantown, Maryland. Some work may
be required outside of regular office hours and outside of the
Washington, D.C. area. A fixed-rate completion type contract with
atwo-year base and 3 one-year options is contemplated. The maximum
annual level of effort to be required is appoximately 62,000 direct
productive labor hours. The Standard Industrial Classification (SIC)
code is 8711. The small business size standard is $20 million. The RFP
(solicitation) will be available in approximately 30 days for
downloading on the Internet from the "Current Business Opportunities at
Headquarters Procurement Operations" Home Page located at Internet
address http://www.pr.doe.gov/solicit/html. NO PAPER COPIES OF THE
SOLICITATION WILL BE MADE AVAILABLE. Prospective offerors who do not
have electronic means for downloading the solicitation shall submit a
written request to the Document Control Specialist at the address above
for a diskette copy of the solicitation. The requester must include a
self-addressed stamped envelope and an MS-DOS formatted high density 3"
virus-free diskette suitable for download of the electronic
solicitation. Offerors who fail to submit an appropriate diskette, or
self-addressed stamped envelope, will not receive the solicitation. All
offerors interested in being notified when the actual solicitation and
related amendments are released, should notify Ms. Katharine Minker by
electronic mail at katharine.minker@hq.doe.gov. Such notification must
include a point of contact name, company address, electronic mail
address (preferred) or fax number, and the solicitation number.
Notification of solicitation posting will be issued through electronic
mail or fax message only. It is the responsibility of prospective
offerors, after receipt of the solicitation, to notify the designated
Department point of contact of their intent to propose. Prior to
