S -- CARIBBEAN AREA ENERGY SAVINGS PERFORMANCE CONTRACT SOL N47408-97-R-1826 DUE 052197 POC Contract Specialist, CHERYL SCOTT, 805-982-3654 The U. S. Navy desires to enter into an agreement with private industry for up to 25 years to obtain area wide energy conservation measures in the Caribbean under an energy savings performance contract (ESPC). Three Navy bases will be included in the general scope of the Caribbean area ESPC. The scope of the basic contract will include Naval Station (NAVSTA), Roosevelt Roads, Puerto Rico and Naval Air Station (NAS), Key West, Florida. Naval Station Guantanamo Bay, Cuba will be included as an option under the contract that may be exercised at the discretion of the Contracting Officer. NAVSTA Roosevelt Roads is located on the eastern shore of the island of Puerto Rico, approximately 60 miles from San Juan. The major missions of the Naval Station, Roosevelt Roads, are supporting fleet surface, submarine, and air elements. NAS Key West is located at the southernmost tip of the Florida Keys. NAS Key West's major mission includes support of Naval Air elements. Examples of what the Navy plans to obtain under the ESPC are energy management control systems, direct digital control (DDC) systems, lighting improvements, window replacement, chiller replacements, metering, lighting controls, and high efficiency motors. The contractor will responsible for all design, installation, operation, maintenance and repair for all energy conservation measures under the planned contract. The Navy anticipates award of an indefinite delivery/indefinite quantity (IDIQ) contract. Delivery orders issued will be fixed priced with monthly payments made from the energy savings guaranteed by the contractor. A Pre-proposal Conference and tour of both facilities are planned for the week of 21 April 1997. The first conference and tour will be at NAS Key West on Tuesday, April 22, 1997 in Building CT076, Trumbo Palms Room. The conference will begin at 8:00 AM and conclude at approximately 5:00 PM. The second conference and tour will be at NAVSTA Roosevelt Roads on Thursday, April 24, 1997 in Building 31, MTI Conference Room, First Floor. The conference will begin at 8:00 AM and conclude at approximately 5:00 PM. Directions to both locations will be provided in the solicitation which will be released prior to the conference and tours. Any firms interested in the proposed contract are urged to attend. The purpose of the conference is to discuss the proposed contract and tour the facilities at both locations. No other access to the facilities will be available until a contractor is selected. Only those firms on the 1997 Department of Defense (DoD) qualified list of Energy Service Companies (ESCO) are eligible to receive award of an ESPC for a DOD activity. Only written requests for the solicitation and to attend the conference will be honored. Requests to attend the conference must be received no later than Friday, April 11, 1997.
