The Postal Service is seeking Qualification Statements from design/build firms wishing to be considered for prequalification for award of Guaranteed Maximum Price (GMP) design/build construction contract to build a New Processing & Distribution Center (P&DC) in Tulsa, Oklahoma. Construction estimates for this project are in the range of 20 to 35 million dollars. The scope of work for services include design and construction of a new P&DC consisting of approximately 380,000 square feet of processing and distribution space, administrative office area, associated parking and maneuvering areas. Material handling will be a component of the facility to include bulk/sack sorter equipment, loose mail system, and a tray management system. The loose mail system and tray management system will be awarded under a separate contract. The successful design/build contractor will be expected to coordinate its work with the material handling contractors. Special consideration of foundation systems may be required due to typical soil conditions found at the site. Total period of design and construction of this project will be 455 calendar days. Only the most highly qualified contractors will be prequalified. To be considered for Prequalification, the firm must be financially capable, have five (5) years experience as a Design/Build entity, and have completed three (3) comparable projects completed within the past five (5) years. "Comparable projects" are defined for the purposes of this solicitation as design/build projects, new construction, or expansion of light industrial used for processing and distribution with a minimum of 200,000 square feet in size and a construction cost of $20 million or more. Projects should demonstrate incorporation of material handling systems. The contractors qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: Experience, Past Performance, Material Handling, Organization, Backlog, Financial Capability, and a Responsibility Verification. The USPS intends to issue a Request for Proposal (RFP) to Prequalified firms only. The USPS will select the offeror that provides the Best Value to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to superior technical or management features rather than the lowest overall cost.
