Weapon (SFW) Program Office plans to award a contract for production
of approximately 70 CBU-97(D-4)A/B, Sensor Fuzed Weapon Training
Rounds. The contractor will produce CBU-97(D-4)A/B for delivery to U.S.
Air Force Area Attack Program Office for use in aircraft flight
certification programs. The Government anticipates contract award in
Mar 97 with 15 month expected total period of performance. A
reprocurement package is not available for the CBU-97(D-4)A/B. This
effort requires contractor personnel be cleared for access to SECRET
NOFORN. Potential contractors have to be certified and registered for
STINFO export control by the Defense Logistics Services Center (DLSC),
Battle Creed MI 49016-3412, telephone 800-352-3572, in order to
receive any resultant RFP. This certification is above and beyond the
requirements for a security clearance, and may be obtained by
submitting a DD Form 2345 to DLSC. It is anticipated that only one
source, Textron Systems Division, Wilmington MA, developer of the SFW,
can satisfy the Government's minimum needs for this unique weapon
system. This contractual action is expected to be executed using "Other
Than Full and Open Competition" procedures pursuant to FAR
6.302-1(a)(2)(ii). See Number Note 22 and 26. The request for proposal
is anticipated to be released within 30 days. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
