32 -- WOODWORKING EQUIPMENT SOL lPI-B-1969-97 DUE 030397 POC Macaluso, Peter, (202) 305-7308. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is lPI-B-1969-97 is issued as an invitation to bid (IFB). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 90-42. The purchase is for woodworking equipment. The equipment listed contains a detailed description, quantities in units of "each" following the description. Bidders will note that all, except for the last 3 items, are brand name or equal. The salient characteristics are the descriptions. 1. Cold press, adhesive spreader, and air-pod press, Black Series 775, pneumatic feeder to feed 1/2" to 1-1/8" stock from scissor lift to control scissor lift and barrier gate to prevent double board feed, scissor lift with 36" vertical travel, 48" x 120" deck, 6000# capacity, panel cleaner with 44" pass-line height, 80fpm feed speed, will process panel sizes up to 5' x 12', glue spreader, 44" pass-line height single speed drive, scissor lift with foot switch, 4' x 10' roller conveyor on deck and air brake to allow building a stack on the conveyor, transfer cart with roller conveyor 12' long, caster and 16, of floor track, (2 each), laminate rack 156" x 68", motorized end-loading air-pod press, 62" x 144" capacity, 45" vertical opening. This system must be capable of producing 340 panels per press per day using a 3 to 4 man crew, (1). 2. Panel saw, vertical, automatic Striebig Optisaw 3, with a separate high speed scoring blade, cut capacity 6'3" x 14', cut depth 3-1/8", 4hp, dust system ready for connection to an external dust collector, noise dampening to 77db, roller panel support system, free standing installation, repeat rip device with 24" capacity, splitter with auto-return, one-step locking for motor beam and carriage, micro-adjust for horizontal cuts, full safety interlocks and electronic motor brake, (2). 3. Edge bander, 5-station, w/microprocessing system, Holz-Her 1443G, machine must be capable of applying, machining, and finishing tape, and PVC edging up to 5mm thick, also solid wood edging up to l9mm thick, features will include quick change over from strips to coil material to solid lumber material, central dust collection manifold, sound and dust protection hoods covering all machining stations, hot or cold glue application, variable feed speeds 8 to 65fpm, the glue application section must be enclosed in an air tight chamber to prevent oxidation, discoloring, burn and contamination form wood dust, the machine must have a heat up time of 3 to 5 min, the machine will contain 5 work stations; Station #1 -- end trim unit; Station #2 -- high frequency flush trimmers for trimming of all edge materials no tilt; Station #3 -- high frequency flush trimmers for trimming alledge material and capable of 0 to 45 degree tilt; Station #4 -- high frequency edge shaper with plunge control for special grooving operations and tilt capability of tool spindle for both horizontal and vertical work; Station #5 -- plunge buffing unit with plunge control to avoid rounding over leading and trailing edges, Station 5 will also have vertical tilt and horizontal swivel. Standard equipment will include set of end trim saw blades, set of knife heads, with replaceable insert carbide knives, set of cloth wheels for buffing unit, tool kit, owner's manual, service manual, and a recommended spare parts list, (1). 4. Multiple spindle, vertical, line boring machine (32mm), Model SCMI Top #35, the boring machine will be constructed using a solid steel structure, it will have overhead vertical boring with 35 quick change adapters for tool changeover, 35 brushes for parallel shank bits, powered infinite tilting from 0 to 90 degrees for vertical and horizontal boring, fine tilting adjustment, revolving turret with six depth stops, front reference stops controlled by a single lever, air pressured hold down clamps, brake for boring unit, fence extension with mechanical reference stops, minimum 3.5hp drive motors, 32mm distance between spindles, maximum stroke of boring will be 140mm and will be provided with tool kit, owner's manual, service manual, and spare parts list, (1). 5. Multiple spindle, combination, horizontal vertical construction boring machine (32mm), Model SCMI MB63; this machine consists of 3 boring heads, one horizontal and two vertical, each with 21 spindles, the horizontal and vertical heads will be provided with quick-change adapters for the chucks, the vertical head will have rotation up to 360 degrees with mechanical reference each 90 degrees with locking mechanism, the machine will have one central reference stop with gauge and 180 degrees rotation for mirror imaging, a device for alternate boring for ready to assemble fittings, gauge for easy setting of stops, minimum of 2.4hp for horizontal heads, minimum of 2.4hp for vertical heads, 32mm spacing between spindles, accommodate up to 60mm thick panel, 75mm boring depth, side fence length 3070mm, and be provided with tool kit, owner's manual, service manual, and spare parts list, (1). 6. Router, inverted, Model 36210, C.R., Onsrud, the router will have a 36" throat plate, 43" x 31~" table, 4" workpiece/template height dust collection outlet, 80psi 4cfm compressed air requirement, and minimum 10hp 3 phase drive motor, also included will be all safety interlocks, automatic shut down when insufficient air is available to provide lubrication/cooling automatic brake, guide pins, depth stop which is infinitely adjustable and conveniently located for quick setup and replaceable chuck assembly that allows replacement of a damaged chuck without replacing the whole spindle shaft, the unit will be provided with tool kit, operator's manual, service manual, and a spare parts list, (2). 7. Dowel insertion equipment, Gannomat Selekta 252, the dowel inserterwill have automatic dowel size selection, washing system for glue pump and nozzle, and will be moveable on four casters, the machine will be capable of accepting dowels from 5mm to 12mm in diameter and 20 to 50mm in length, it will include a pistol for 5mm dowel and 1 pistol for 8mm dowel, the machine will operate with 80 to 100 psi air pressure, and operate at a speed of 60 to 70 dowels per minute, (3). 8. Case clamp, Uhling Prod.s, Model HP#3000, case clamp will be allowed for a changeover in operation in 30 seconds or less and provide a vertical working position, the clamp will have a 55" x 96" clamping capacity, be pneumatically operated, having a 3" stroke length, and be constructed of heavy wall steel, air pressure will be regulated and adjustable from 1 to 120psi, the unit will be provided with owner's manual, took kit, service manual and spare parts list, (3). 9. Hinge machine, Blum Mini-press, Model M2M/0011, the mini-press will be equipped with five spindles (chucks) in a pattern that is specifically designed to bore holes for Blum press-in hardware, pneumatic cylinders will be used to move the drill head, this will assure that the hardware is properly inserted, hardware is held in place by an insertion ram and a second cycle inserts the hardware, the machine will incorporate a positive fence stop for common settings, the machine will have a minimum 1.1hp motor, and include operator manual, service tool kit, and spare parts list, (1). 10. Panel optimization software, Pattern System, Inc. This software will provide the capability to optimize panel cutting layouts, it will run on PC based computer systems and be expandable to also provide CAD based drawing and design, product planning cutlists and costing, label and barcoding, CNC links for downloading to CNC woodworking equipment, drilling patterns for parts machining, (1). 11. Profile edge bander, Polymac Single Contour #89; automatic edge banding trimming machine designed for working on panels with straight, round, or softformed edges, will allow automatic edge feeding with melamine, veneer, PVC, in strips or coils, the worktable is tiltable from 0 to 45 degrees, the glue used is thermofusible, the trimmer unit is composed by two superimposed motors, also the machine will meet the following specifications: edge height = 10-60mm, edge thickness = 4-5mm, trimming height = 10-60mm, minimum inside radius = 20mm, minimum panel length = 280mm, motor inclination = 0-15 degrees, feed speed = 4-12mm/min, compressed air req. = 80psi, the unit be supplied with tool kit, operator's manual, service manual, spare parts list, (2). 12. Doweled drawer system, Ritter Model #R-850; the drawer system will provide boring horizontally and vertically to produce drawer sides, front and back. Offset stops located at the rear of the backfence to maintain consistent alignment of dowel holes, clamps allow for two parts to be boarded simultaneously, boring depth controlled by turret stop, unlimited width and depth of drawer box, maximum drawer height 16', capacity for 5-8mm dowels, additionally this machine will include the following features; 13 spindle heads, 32mm spindle spacing, 10mm bored collets, 3" maximum stroke, minimum 1.5hp motor, adjustable table height, (1). 13. Drawer clamp, Ritter Model #R-875, the drawer clamp will provide adjustable alignment stops for positioning and squaring, it will have a capacity of 14" x 24" x 36", the following feature will be included; 0-3" clamp jaw stroke, adjustable clamp pressure, 45 degree easel angle, adjustable alignment stops, operate at 90-l00psi, this equipment will include operator's manual, service manual, part list, and tool kit, (1). 14. Powerfeeders, (1). 15. Handcarts, (25). Please note that delivery, inspection, and acceptance will occur at the FOB point: the Federal Correctional Institution at Forrest City, 310 N. Forrest St., AR 72335, not later than 45 days after the receipt of the contract. FAR Provision 52.212-1 applies to this acquisition. Bidders shall submit a signed and dated bid to UNICOR, Federal Prison Industries (FPI), ATTN: Bid Custodian, at the address below. Bids may be submitted on Standard Form (SF) 1449 or letterhead stationery and must indicate the solicitation number, bid opening date and time, name, address, and telephone number of the bidder. This will be a firm-fixed price contract. The contracting officer will make award in accordance with FAR Provision 52.214-10, Contract Award -- Sealed Bidding. Award will be made without discussions to the responsive/responsible bidder whose bid, conforming to this solicitation will be most advantageous to the Government, considering price, and price related factors. The Government will evaluate for multiple awards and may not award every item. Bidders must hold bid prices firm for not less than 30 days from the bid opening date Offerors are advised to include a completed copy of Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. Any bid that fails to furnish the required representations, and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration. A written notice of award shall result in a binding contract without any further action by either party.
