synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation Subpart 12.6, as
supplemented with additional information included, in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. This
solicitation, N00014-97-R-SK11, is a request for proposal (RFP). The
small business size standard for this acquisition is 500 and the SIC
code is 3825. This acquisition is unrestricted. The Naval Research
Laboratory (NRL) has a requirement for a high performance 2 axis,
planar near field measurement system and positioning and processing
software that will have the capability to be upgraded in the future to
include an azimuthal axis at the base of the system and a probe roll
stage for dual polarization measurements at the probe location. The
Contractor shall provide a 5' x 5' planar scan system in the X
(horizontal) and Y (vertical) plane. The Y plane willinclude a custom
tower base to allow reorientation of the tower by 90 degrees. The
system shall include a custom rigid base that will allow for the future
addition of a lower azimuth stage. The Contractor shall provide an X
band probe kit including; probe, bracket, SMA transition and absorber.
The Contractor shall also provide planar positioning and processing
software which is PC based ad includes the following features at a
minimum; automatic scan set-up, multi-level scan generation, near field
data simulation, far-field transformations, holographic projections, 3D
contour, gray scale & 2D plots, error analysis and drivers for an
HP8510 B/C and HP8530A Automated Vector Network Analyzer. The system
shall also include a four axis range controller and cables. Upon
delivery of the system the Contractor shall provide on-site
installation and training. The training will be for up to six customer
identified users and will last two eight hour days. The Contractor
shall provide the aforementioned system with the following
specifications: Drive system -- Precision stepper motors; Scan area --
5 ft. x 5 ft.; Planarity -- <0.005" RMS; Step size -- <=0.0025";
Position repeatability -- <=0.002"; Scan speed -- >=20"/sec.;
Probe stage capacity -- >=15lb.; Stepper motor power amp. -- EIA 19"
rack mount; Motor cables -- Quick connect>=40'; Probe -- Open ended
waveguide probe (WR-90) with SMA (f) transition; Probe absorber -- 5"
pyramidal cone absorber; Probe mount -- Angle bracket -- allows
mounting probe in "V" or "H" plane; RF cables -- Qty. 2, Flexible 15'
with SMA (M-M) coaxial connectors; DC-18 Ghz. Delivery and acceptance
is NRL, 4555 Overlook Ave., SW, Washington, DC, FOB Destination. The
incorporated provisions and clauses of this acquisition are those in
effect for Federal Acquisition Regulation (FAR) through Federal
Acquisition Circular 90-42 and for Defense Federal Acquisition
Regulation Supplement (DFARS) through Defense Acquisition Circular
91-11. The FAR and DFARS provisions and clauses cited herein are
incorporated by reference into this solicitation. Offerors are advised
to propose in accordance with the provision at FAR 52.212-1,
Instructions to Offerors-Commercial Items. Offerors are advised to
include with their offer a completed copy of the following provisions:
FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items, DFARS 252.212-7000, Offeror Representations and
Certifications-Commercial Items and DFARS 252.225-7000, Buy American
Act-Balance of Payments Program Certificate. Offerors will be evaluated
in accordance with FAR 52.212-2, Evaluation-Commercial Items. The
specific evaluation criteria under paragraph (a) of FAR 52.212-2 is:
(1) price (2) technical capability of the item offered to meet NRL's
need (3) past performance. Technical and past performance when
combined, are of equal importance compared to price. The following FAR
clauses apply to this acquisition: FAR 52.215-43, Audit-Commercial
Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items,
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items. The additional clauses
cited under FAR 52.212-5, that are applicable to this acquisition are
FAR 52.203-6, FAR 52.203-10, FAR 52.219-8, FAR 52.222-26, FAR
52.222-35, FAR 52.222-36, FAR 52.222-37 and FAR 24.247-64. The clauses
at DFARS 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes Applicable to Defense Acquisitions of Commercial
Items, applies to this acquisition. The additional clauses cited under
DFARS 252.212-7001, that are applicable to this acquisition are: DFARS
252.225-7001 and DFARS 252.233-7000. Any contract awarded as a result
of this solicitation will be a DO rated order certified for national
use under the Defense Priorities and Allocations System (DPAS) (15 CFR
700). Offers must be delivered to Contracting Officer, Code 3230.SK,
Bldg. 222, Rm 115A, Naval Research Laboratory, 4555 Overlook Ave., SW,
Washington, DC 20375-5326 and received no later than 4:00 P.M. E.S.T.
