Voitk, Contracting Officer (301) 713-0839 The U.S. Department of Comerce/NOAA intends to negotiate on a noncompetitive basis with Alden Electronics, Inc. of Westborough, MA for the acquisition of 5 additional Satellite Telecommunication and Analysis Systems for the National Weather Service. These systems are composed of application software to receive a meteorological data stream from a satellite broadcast, display and enable analysis of the data, and compose and transmit messages; PCs; communication connectors; installation; training; and a minimum of 12 months warranty. The systems are to be delivered, installed and supported in Vietnam (1 system), Haiti (1 system), and Kansas City, KA (3 systems). These additional systems must be identical in configuration, form, fit, and function to the systems previously acquired from Alden Electronics, Inc. under U.S. Department of Commerce/NOAA Contract 50-DDNW-4-00016. Also included in the requirement is an indefinite quantity option for up to a maximum of 5 additional systems to unknown destinations (probably West Africa). A fixed-price contract is contemplated. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish systems capable of meeting the previously cited requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is soley within its discretion.
