This solicitation is for all labor, materials and equipment to perform all work required to conduct chemical characterization of water (drinking water) and wastewater discharge by an industrial complex and the influent and effluent wastewater at the Fort George G. Meade Wastewater Treatment Plant, Fort George G. Meade, MD for the period of 1 May 1997 through 30 April 1998 with two-one year option period. This solicitation is 100% set-aside for small business concerns and has a SIC code of 8734 and a small business size standard of $3.5 million. The following special standards of responsibility apply to this solicitation: The successful offeror shall be certified for the duration of the contract period (Title 26 of the Environment, Subtitle 08 Water Pollution, Chapter 05, Certification of State Water Quality Labs, Authority Environmental Article, Title 9, Subtitle 10, Annotated Code of Maryland, dated November 21, 1983) which shall be submitted with proposal. Place of performance is not known at this time, as all services other than pick-up and delivery of samples will occur at Contractor's facility. Location of Contractor's facility where analysis is to be performed shall not exceed a 100 mile radius of Fort George G. Meade, Maryland. The Contracting Officer has requested Wage Determinations for the following areas: Howard and Anne Arundel Counties, Maryland; York, Dauphin and Cumberland Counties, Pennsylvania; Arlington County, Virginia. The Contracting Officer will request wage determinations for additional possible places of performance, if asked to so in writing. All such requests must be received by the Contracting Officer no later than 15 days after the date of publication of this notice, unless an extension is granted. Only written requests for copies of this solicitation will be accepted. The proposed solicitation will be issued on or about 17 March 1997.
