CA 92161 C -- ARCHITECT/ENGINEER SERVICES FOR AMBULATORY SURGERY PHASE II DUE

619-552-7588 Furnish professional A/E services to provide working
drawings for Project 664-302, Ambulatory Surgery Phase II. The Scope of
Work will include but not be limited to the preparation of concept,
preliminary, and working drawings; preliminary design development,
specifications, project schedule, phasing and cost estimates. This
project will be the second phase in construction of a 5th floor master
plan. This project will relocate the Direct Observation Unit(DOU) from
5 North to 5 South. The area on 5 North, Pod D could then be remodeled
and would be used for additional ambulatory surgery beds, a recovery
room, a phase II recovery area with recliners and a pre-op room along
with staff and support. As part of this phase the corridor link
connecting 5 West to 5 North will be built for patient transport from
the operating rooms to Ambulatory Surgery. Also, the design will
remodel the adjacent Pod, Pod A, to complete the wing's overall
ambulatory surgery needs by providing a family waiting room and
additional staff and support functions. The layout and design will be
state of the art and should follow current VA and industry standards.
It should include flexibility in terms of the acuity of patients
admitted to this area. Phasing and impact issues will be critical for
this project and the A/E will be required to develop a detailed phasing
plan so as to least impact patient care. The estimated construction
range is between 1 million and 5 million. SIC is 8712. A/E selection
criteria will include: (1) the professional capacity of the A/E firm to
accomplish the project; (2) the professional qualifications of the
firm's staff to be assigned to accomplish the project; (3) past
Ambulatory Surgical/DOU experience, if any; (4)past Medical/Hospital
remodel experience, if any; (5) history of design team partnership; (6)
the location of the firm in relation to the VA San Diego Healthcare
System -- San Diego (maximum of 120 miles from San Diego); (7) the
ability to complete drawings in electronic format for use on the
VA'sAccugraph Mountain Top software, which is compatible with Autocad
Version 12 .dxf format; and (8) the ability of the A/E to work in an
asbestos environment using protective respiratory equipment. All
qualified Architect/Engineer firms are invited to submit their
completed Standard Forms 254 and 255 to the Contracting Officer at the
address provided above (see Note 24 in Monday issues of the CBD for
additional information). Responses to this announcement must be
received by 4:00 PM (local time) on April 4, 1997. Note: A/E
qualifications statements submitted must clearly indicate the office
location where the work will be performed and the qualifications of the
