International Broadcasting Bureau has a requirement to upgrade its
failure tracking software from Oracle version 6 to Oracle version 7. To
accomplish the work, the contractor shall review existing data models,
develop, test, document, and run the upgraded software on the Agency's
Pentium computer platform. The final product shall be capable of
accepting data in Oracle version 6 or Oracle version 7 format and
running all existing trend analysis scripts and reports. The period of
performance to modify the software is 60 days with an additional 30
days to be used for program testing. Pursuant to FAR 13.106-2(a) (1),
vendors are hereby notified that the basis for award will be price and
other factors (e.g., past performance and quality). USIA intends to
issue a Request for Quotation (RFQ) solicitation for this
firm-fixed-price procurement in March 1997 with an award date in April
1997. Qualified offerors may request a copy of the RFQ solicitation by
submitting a written request to the Contracting Officer at the above
listed address. Please reference requisition number 30007- 041-BHER on
all correspondence regarding this notice. All responsible sources may
submit a proposal in response to the forthcoming solicitation
document, and all proposals shall be considered by the Agency. This
