United States Army Intelligence and Security Command (USAINSCOM),
Directorate of Contracting Operations intends solicit and negotiate a
with an 8(a) concern based on limited competition. Offerors are advised
that eligibility to participate is restricted to firms that are either
in the developmental or transitional stage. The requirement is for the
contractor to (1) perform on-site engineering; (2) prepare ADP, voice,
and data communications equipment installation documentation to
include floor layout, lists of major items of equipment and bills of
material; (3) prepare documentation, diagrams, and inventories for each
client's entire network configurations; (4) engineer, install, test and
maintain system and subsystem ADP voice and data communications systems
and facilities, both existing and new; (5) install and activate secure
voice and data channel connectivity (wire and fiber optic) via
microwave and satellite communication systems between intelligence
locations worldwide; (6) provide personnel, management, and any other
services necessary to perform daily operation, preventive and demand
maintenance of the nonsecure and secure telephone systems; (7) provide
personnel, management, and any other services necessary to perform
daily operation, preventive and demand maintenance of existing and
expanded networks and subnetworks or new multimedia-based technologies;
(8) install terrestrial radio systems for the transmission of two-way
voice and data communications including the installation of
appropriation transmission and reception antennas/towers, radio
equipment, waveguides and cabling; (9) install satellite earth stations
in support of both two-way secure voice, data and video
teleconferencing communications to include microwave radio equipment,
satellite earth station antennas and associated transmission and
reception equipment; (10) provide long and short term planning in the
general area of information systems architecture; (11) develop cost and
requirements analyses for implementing new information systems
equipment/technologies; (12) provide support of contractor or
government provided facilities; (13) provide application and technology
configuration support; (14) provide conversions and integration support
to technology enhancements and innovations; (15) provide systems
administration to include security access control; (16) conduct system
modeling and analysis to manage traffic and optimize data flows and
contention; (17) develop configuration management plans to include
inventory control, hardware/software replacement procedures, and
problem resolution; (18) install hardware/software upgrades, to include
new technology; (19) provide capacity planning and throughput
enhancement planning utilizing network management software tools (HP
Openview, Remedy, and Microsoft Windows NT); (20) provide analyses and
recommendations for new or existing networks; (21) provide training
services to include a training plan; (22) conduct acceptance testing of
the facility and/or the installed system; and (23) upon Government
approval, the contractor shall supply all required
installation/de-installation tools, hardware, software, and equipment
not furnished as Government Furnished Equipment. Performance is at
Headquarters USAINSCOM at Fort Belvoir, Virginia, and other
intelligence community locations, including the Washington, DC
metropolitan area; Fort George G. Meade, MD; Charlottesville, VA;
Aberdeen Proving Ground, MD; Fort Gordon, GA; Fort Bragg, NC; Medina,
TX; Fort Bliss, TX, Fort Huachuca, AZ; Fort Lewis, WA; Panama; Germany;
United Kingdom; Korea; Japan; and Hawaii. Key personnel proposed shall
possess a Top Secret clearance with a Special Background Investigation
adjudicated by the United States Army Central Personnel Clearance
Facility by date contract award. The Standard Industrial Classification
Code is 4813 with a business size of 1,500. Interested 8(a) firms must
express their interest expeditiously in writing. A solicitation will
be issued without further notice upon Small Business Administration
acceptance of the requirement for the section 8(a) program. Offeror
shall identify the contractor's business size, CAGE code and DUNS
number. No telephone inquiries will be accepted. The period of
performance is October 1, 1997 through September 30, 1998 (base year)
