Officer, 202 424-0130. 17. The Department of Energy(DOE), Office of
Procurement Operations, is conducting a market survey for the Office of
Energy Intelligence, to identify potential firms that can provide the
information technology support services indicated below. A contractor
must be able to provide LAN administration, automated office support
services, and WAN connectivity support. The work supports a variety of
information systems located at DOE Headquarters with external
connectivity to systems/networks located at DOE field offices, at DOE
sponsored Field Intelligence Elements (FIE)s and other Intelligence
Community (IC) and non IC government agencies. LAN Administration:
Administer and maintain an intra- office data communications and
messaging system in a multi-platform TCP/IP and SNA environment
(currently UNIX, VM, Windows NT, and System 7) with system-high
SI/TK/G/RD classification. Task area includes system administration and
support for an IBM maintframe- based Secure Automated Message
Processing (SCAMP) system during the migration of this system to a
LAN-based client-server message processing architecture. Support a
separate LAN operating at the Secret-collateral system-high level.
Perform configuration management, network analysis, and problem
tracking for all systems on a regular basis. Provide maintenance of
cryptographic keycards and accomplish security accreditation of all
operational systems. Support must include equipment installation and
coordination of hardware maintenance services. AOSS: Deploy office
applications and specialized IC automation tools on the OEI LAN.
Support electronic publishing applications (both hard copy and
softcopy) and Intranet development. Develop and deploy specialized user
applications as required. Furnish user assistance and application
training in support of both COTS products and custom applications. WAN
Connectivity Support: Administer and maintain the OEI link with IC and
government-wide and non-government automation architectures, to include
(but not limited to) Autodin, theDefense Messaging System (DMS), JWICS,
SIPRNET, Intelink, the Open Source Information System (OSIS), the
Department of Energy LAN, and the Internet. Task area includes
deployment, applications develpment, and support for multi-platform
groupware solutions and web-based technologies. All personnel must
possess DOE clearances for SI/TK/G/Restricted Data access. All effort
to be performed on-site at DOE and/or the FIEs with periodic visits to
IC and other government agencies. Interested vendors must provide
position descriptions of potential employees to accomplish the effort
and fully loaded, including profit, hourly rates. All responses must be
received within twenty calendar days of publication of this survey.
