TRANSPORTATION AND TRANSPORTATION RELATED SERVICES FOR THE MOVEMENT OF PERSONAL The SIC Code is 4731 with an annual size standard of $18.5 million. The Military Traffic Management Command intends to issue a solicitation for the services described below and award multiple Indefinite Delivery, Indefinite Quantity, Firm-Fixed Price Contracts for a one (1) year base period with two (2) one-year option periods. DESCRIPTION OF REQUIREMENT: Services shall include complete movement from origin to destination including, but not limited to, movement counseling, packing, loading, linehaul, ocean and air service, customs clearance and other related services that pertain to and influence the movement, storage-in-transit (SIT), delivery and destination residence services. The Contractors will be required to provide the above services for the following types of shipments: DOMESTIC -- personal property moved from all areas of responsibility (AORs) of all Personal Property Shipping Offices (PPSOs) located in any oneor all of the origin pilot states of North Carolina, South Carolina, and Florida to any one or all destination regions within the 48 contiguous states (CONUS). INTERNATIONAL -- Household Goods (HHG) and Unaccompanied Baggage (UB) moving from all AORs of all PPSOs located in any one or all of the origin pilot states to any one or all pilot destination regions, outside the continental United States (OCONUS). International Pilot destination regions are as follows: Region 1-Belgium and Netherlands; Region 2-Germany; Region 3-Italy; Region 4-Spain; and Region 5-United Kingdom (England and Wales only). Offers will be accepted for either domestic or international service, or any combination thereof. The pilot excludes the following services/moves: moves to/from Alaska or Hawaii, intrastate, local, mobile homes, one-time only (OTO), volume, special solicitations, shipments requiring movement only via the DTS, privately owned vehicles, Do It Yourself (DITY), shipments including boats and sailboats 14 feet and over, boats and boat trailers or boat trailers 14 feet and over, shipments into and out of NTS and reshipments from SIT. The Government intends to hold a pre-proposal conference in Apr 1997. Specific date, time and location will be released at a later date. The approximate issue date of the solicitation is Mar 14, 1997. The proposal due date is 13 May 1997. The anticipated award date will be Jul 31, 1997. This requirement may be partially set-aside for small business concerns. All responsible small business sources, including those who responded to the Nov 26, 1996 draft solicitation by providing a positive statement of eligibility as a small business concern with evidence of capability to perform, need to provide the Contracting Officer above a statement identifying the specific channels, State to Region, that they are interested in providing this service.
