GENERAL DESCRIPTION: The Department of the Navy intends to issue a Request for Proposal by means of Source Selection procedures with qualified offerors based on technical and price competition for the purpose of obtaining the best overall value to the Government. The contract will be a firm-fixed price construction contract with a major portion of the work as Options. The contractor shall furnish all labor, management, supervision, tools, materials, equipment, and other expenses for modifications and additions to existing facilities to accomodate the Relocation of the Advanced Machinery R & D Facility, Acoustics R&D Facility, and Electrical Power Systems R&D Facility from Annapolis, MD to Naval Base, Philadelphia, PA. The work includes, but not limited to, the removal of buildings, structures, foundations, concrete slabs, electrical fixtures, plumbing fixtures, mechanical equipment, interior partitions, ceilings, interior finishes, and incidental related work. The work also includes the removal and disposal of asbestos containing materials, asbestos contaminated materials, lead containing paint and incidental related work. The work also includes the relocation of underground utilities, site features, electrical equipment, mechancal equipment, fire protection equipment and incidental related work. The work also includes the provision of pile foundations, earthwork, underground utilities, paving, fencing with gates, structural concrete (cast-in-place, post-tensioned and precast), reinforced masonry, structural steel and deck, metal framing, metal fabrication, roughcarpentry, finish carpentry, Exterior Insulation and Finish System (EIFS), roofing, sheet metal, doors, windows, gypsum board, acoustical ceilings, floor finishing, wall finishing, access flooring, wire mesh partitions, fume hoods, laboratory equipment, blast resistant construction, clean room, anechoic chambers (specialized sound attenuating construction) and incidental related work. The work also includes the provision of cooling towers, air handling units, central refrigeration, air conditioning equipment, chilled water systems, boilers, plumbing systems, ductwork, ventilation and exhaust systems, Direct Digital Control (DDC) systems, insulation, compressed air system, natural gas distribution, welding pressure piping, fire detection and alarm system, fire suppression system and incidental related work. The work also includes provision of RFI filters, electric substations, underground electric power distribution, interior electric wiring, lighting, telecommunications system, lightning protection system and incidental related work. Estimated Cost Range is OVER $10,000,000.00. The Sic Code is 1542 and the Small Business Size Standard is $17.0 million are applicable to this contract.
