Networks Branch deploys a Shipboard Environmental (Data) Acquisition
System (SEAS) aboard research and commercial ships to collect
oceanographic and meteorological data. SEAS transmits data on the
signal channel in a compressed binary format in multiple packets and
requires a transceiver that can support this feature. The government
intends to negotiate on a sole source basis with Landsea Systems, Inc.
to purchase thirteen (13) maritime (non-GMDSS) basic INMARSAT-C
systems which will include a transceiver that will provide the
necessary compressed binary format in multiple packets. Other features
include maritime antenna w/pole mt and cable, distress alert
functions, integrated 8-channel GPS, meets all INMARSAT specifications
for the INMARSAT-C Network for non SOLAS with distress call functions,
and meets MAF and AMAF fishery control requirements. Other offerors
that have the ability to provide the above goods or service are invited
to submit information asto their capabilities and any other pertinent
data to the address above, to be received no later than 15 days after
the date of this notice. No solicitation exists; therefore, a request
for such document will not be considered. Award will be made under
